A Study On The Coupling And Coordinated Development Of Agricultural Economy And Ecological Environment In Dongting Lake Ecological Economic Zone

In 2014,the Planning of Dongting Lake Ecological Economic Zone was approved by The State Council,and the whole area was officially elevated to the national level of ecological civilization construction zone.The establishment of Dongting Lake Ecological Economic Zone is a further implementation of the strategy of the rise of the central region,which means that the central region starts to move towards a new development path with the construction of watershed ecological civilization as the core,and plays an important role in promoting the integration of urban agglomeration in the middle reaches of the Yangtze River Economic Belt and the coordinated development of the whole Yangtze River basin.At the same time,many famous agricultural production bases in Hunan province and Hubei Province are located in Dongting Lake Area,which is an important demonstration area of agricultural economy.Therefore,to deal with the ecological construction and agricultural economic development is the primary task of dongting Lake ecological economic zone.On the premise of protecting the ecological environment,how to keep the development vitality and sustainability of agricultural economy is related to the coupling and coordination of agricultural economy and ecological environment.Dongting Lake Ecological Economic Zone is based on Dongting Lake basin and is supported by Yueyang,Changde and Yiyang of Hunan Province,Wangcheng of Changsha and Jingzhou of Hubei Province,which consist of 33 districts and counties.The establishment of ecological economic zone requires the region to take the economic development road of ecological priority and green development,with the protection of ecological environment,natural resources and economic development as an important strategy.This paper summarizes the existing domestic and foreign theories and empirical conclusions on the relationship between agricultural economy and ecological environment,combined with the actual and characteristics of agricultural economy and ecological environment of Dongting Lake ecological economic Zone,accurate to the panel data of 33 districts and counties in the whole region,and carried out research on the coupling and coordinated development level of agricultural economy and ecological environment.This study follows the following ideas :(1)use the panel data of each district and county in dongting lake ecological economic zone to evaluate and analyze the comprehensive development level of agricultural economy and ecological environment;(2)Taking districts and counties as evaluation units,the coupling degree and coupling coordination degree of agricultural economy and ecological environment of each district and county as a whole were evaluated and divided;(3)The coupling efficiency of agricultural economy and ecological environment was evaluated with each year from 2006 to 2020 as the decision-making unit;(4)Put forward corresponding countermeasures and suggestions according to the evaluation results of coupling degree,coupling coordination degree and coupling efficiency of agricultural economy and ecological environment in each district and county of Dongting Lake ecological economic Zone as a whole.The conclusions are as follows:(1)The comprehensive development level of agricultural economy and ecological environment of each district and county in Dongting Lake Ecological Economic Zone showed an overall upward trend from 2006 to 2020,but there was a decline in some districts in some years.(2)The coupling degree of 69.7% of the dongting Lake ecological economic zone is above 0.9,and it still has an upward trend.This indicates that most regions are in a highly coupled period,that is,there is a relatively strong correlation between agricultural economy and ecological environment in the whole region.(3)The coupling coordination degree of each district and county shows a steady increase.The change of coupling coordination degree between agricultural economy and ecological environment shows three stages: The first stage: from 2006 to 2011,the whole region was on the verge of disorder;The second stage: 2012-2018,the whole region changed from the first stage of near disorder to barely coordinated state;The third stage: 2012-2018,the whole region changed from the verge of disorder in the first stage to barely coordinated state.(4)The coupling efficiency between agricultural economy and ecological environment in Dongting Lake Ecological Economic Zone presents a w-shaped development trend,and the overall coupling efficiency is good.Based on the above conclusions,the countermeasures and suggestions of this paper are that the government should lead and guide each district and county to develop agricultural economy;Formulate environmental protection policies according to the uniqueness of each region;Agricultural industry should accelerate the development of science and technology and information technology.
