The 20 th Report of the CPC points out that a livable and working countryside should be built,and the construction of a harmonious countryside is inseparable from the improvement of rural living environment,and the treatment of rural household garbage is an important content of the improvement of rural living environment.Although from the macro level,considerable progress has been made in the management of rural household garbage,it is undeniable that some areas of our country still exist garbage littering promiscuous piles and the problem of "garbage surrounding villages" is still significant.The quality of rural ecological environment is related to the quality of farmers’ life.To develop rural economy and improve rural environment,rural household garbage has become a problem that must be solved.At present,rural household garbage governance problem in our country shows an not optimistic trend.In order to improve the dirty,disorderly and poor rural environment,under the call of the state,many local governments have begun to actively deal with the problem of rural garbage,and the classification and treatment of household garbage is the key link.Household garbage classification treatment can not only effectively deal with various types of garbage,prevent and control environmental pollution,but also can recycle resources and develop green economy.This year’s No.1 Central document proposes to reduce the amount of rural household waste at source and recycle it.However,due to thousands of years of accumulated habits,many residents can not change the past garbage disposal habits,do not actively carry out garbage classification,do not carry out garbage classification according to the requirements,resulting in many places of garbage classification work is not significant.From the perspective of farmers,through field investigation and questionnaire filling,this study investigated the status quo of farmers’ participation in rural household garbage classification in Jinshetou Village,Beishan Village and Gong Yu Village in Ningde City,Fujian Province.With the help of relevant theories such as planned behavior theory,ABC attitude model and incentive theory,this study studied and discussed the factors affecting farmers’ participation in household garbage classification.Through the statistical analysis of the reliability test of the collected samples,based on the individual and family characteristics of farmers as well as the cognition,attitude,behavior and mentality of rural residents involved in garbage classification,the binary logistic regression analysis model was used for empirical analysis.Nine significant factors affecting the classification of farmer participation were obtained,which were gender,farmer’s income,villager’s identity,political status and four related factors(related cognition,related attitude,related behavior and related mentality).According to the conclusion of empirical analysis,corresponding policy suggestions are put forward.First,give play to the main role of farmers in garbage classification,improve the main awareness of farmers.Second,improve the villagers’ cultural quality and expand the publicity of garbage classification.Third,improve rural household garbage classification system,strengthen legal management.Fourth,expand the financing channel of rural garbage classification.Fifth,improve the garbage sorting infrastructure,vigorously promote garbage disposal points system.
