Research On The Practice And Optimization Path Of Urban Community Domestic Waste Classification From The Perspective Of Multiple Co Governance

Domestic waste classification management is an important part of environmental management,which is related to the overall situation of ecological civilization construction in China.With the advancement of China’s urbanization and the improvement of people’s living standards,the total amount of urban domestic waste has increased sharply and the composition has become more and more complex.What follows is the insufficient utilization rate of waste classification end resources and the deterioration of the environment.Many cities are facing the dilemma of "waste besieged city".Therefore,in recent years,China has begun to explore effective strategies for the classified treatment of municipal domestic waste from the national level to the local level,in order to achieve the goal of reduction,recycling and harmless treatment.Community is the basic governance unit of a city.With the focus of social governance moving down to the grass-roots level,the community has increasingly become the basic foothold of the implementation of national policies.From this perspective,the implementation of domestic waste classification policy by the community and the realization of domestic waste classification governance become a perfect coupling of community governance and environmental governance.Some cities,such as Shanghai,have begun to explore the mode of waste classification management from the community source,and formed the rudiment of multiple co governance in the community practice of that.However,due to the fact that China’s urban domestic waste classification is still in the exploration stage of theory and practice,there are not many researches focusing on the community level of that,ignoring the respective functions and collaborative co governance mechanism of each subject,and failing to include each subject’s participation into the research framework of multiple co governance.Therefore,from the perspective of multiple co governance,this paper aims to provide theoretical support for the urban community waste classification.Based on the perspective of multiple co governance,the urban community waste classification governance is embedded in the theoretical framework of multiple co governance.This study selects Y community in Shanghai as a case study,and analyzes the practice of waste classification and treatment from the perspective of multiple co governance by case analysis.It is found that since the implementation of waste classification in 2013,Y community has experienced three stages: pilot cultivation period,fluctuation adjustment period and stable period,forming a complete set of smooth and perfect treatment process from source classification,midway transportation to end treatment.This paper deeply explores the main mechanism of multiple co governance of Y community waste classification,explains its multiple co governance structure and main function,and finds that the main bodies(i.e.government,neighborhood committee,social organizations,residents and enterprises)are interlinked in practice,and play their own unique advantages.On this basis,the paper summarizes the effectiveness of Y community waste classification and multiple co governance,which is mainly reflected in the formation of a strong publicity atmosphere,a high degree of residents’ participation and satisfaction in classification,and a normalized supervision mechanism.However,Y community’s multiple governance practice is still in the embryonic stage.Through reflection and diagnosis,it is found that there are still many unavoidable problems:excessive government leadership and lack of adequate institutional guarantee;vague governance boundary of neighborhood committees and limited governance resources;the process of social organization participation is short,and its own ability is also lacking;the residents’ classification consciousness is polarized,and the internal supervision is insufficient;the formalization of property participation is obvious,and other classified recycling and resource recycling enterprises need further marketization;in the multiple governance mechanism,the supervision mechanism is mainly one-way supervision,lack of multidirectional supervision,in addition,the multiple information exchange mechanism also needs to be improved.It can be seen that the road to promote the classification and multiple co governance of urban community domestic waste is not plain sailing.There are many practical problems to be solved at both the main body level and the co governance mechanism level.It is hoped that through analyzing the typical case of waste classification practice in Y community,and on this basis,we can reflect and summarize,and combine with the current practical needs of the implementation of waste classification work by the community,to explore the practical optimization path of promoting multiple governance to realize the participation of various community subjects in waste classification,in order to provide universal countermeasures and suggestions for the current urban community waste classification management which is in the process of exploration.
