| As a complex systematic project,the classification and management of domestic waste includes multiple links such as delivery,collection,transportation,and treatment,involving multiple stakeholders such as the government,enterprises,social organizations,and residents.It requires the coordinated participation of the above-mentioned multiple subjects.However,at present,the government is overloaded with waste classification work,and the problems of uneven efforts of various participants are more prominent,which restricts the improvement of the efficiency of domestic waste classification and management.Therefore,from the perspective of multiple co-governance,this paper focuses on the status quo and existing problems of domestic waste classification and management in mega-city areas(counties),and puts forward countermeasures and suggestions for optimizing domestic waste classification and management.It has positive significance for creating a social governance pattern of co-construction,co-governance and sharing in the new era.Guangzhou District C is located in the northern part of the mega-city Guangzhou City.Due to the lack of obvious location advantages,its economic level,government support,and human resources are all far from the central urban area.The weak basic conditions make it difficult to advance the domestic waste classification work in District C.Taking District C of Guangzhou as the research object,this study systematically sorts out the roles and interactions among the "quartet subjects" of the government,enterprises,social organizations and residents in the process of participating in waste classification and management through questionnaires,interviews and other methods.This paper analyzes the problems and causes of multiple subjects in the classification and management of domestic waste,and puts forward countermeasures and suggestions for further optimizing the classification and management of domestic waste.The study found that there are problems in the classification and management of domestic waste in District C of Guangzhou City,such as the government’s dominant position,the poor effect of enterprises participating in the operation,the insufficient role of social organizations,and the lack of residents’ awareness of active participation.The reasons for the above problems can be summarized as following four aspects: the status of multiple subjects is not balanced enough,the information sharing mechanism is not perfect,the interest consultation mechanism is not perfect,and the responsibility supervision mechanism is not perfect.Finally,combined with the actual situation of District C in Guangzhou,it is proposed that by giving play to the participation of multiple subjects,optimizing the working mechanism of benign interaction,and promote multi-party mutual benefit and win-win,,strengthening the construction of a collaborative supervision system,and increasing the strength of factor guarantees,establish a multi-subject collaborative governance pattern led by the government,with the participation of enterprises,social organizations and residents,so as to accelerate a super-large scale of an urban area(county)classification model that can be used for reference,replication and promotion. |
