Since the Eighteenth National Congress of the Communist Party of China,building beautiful China has become an important part of the national strategic layout,in which domestic waste classification and treatment is a key part of urban environmental governance.As the smallest unit of a city,a community is a micro-component of the entire city.From the perspective of community governance,domestic waste classification and management is a microscopic part of urban domestic waste classification and management.The classification of domestic waste is a problem with dual attributes of private interests and public affairs.The characteristics of publicity and externality make it impossible to avoid the "tragedy of the commons".China’s traditional government-led waste classification governance model has various drawbacks such as a single governance model,low public participation enthusiasm,and low governance efficiency.It is difficult to meet the practical needs of environmental public governance today.Therefore,China’s domestic waste classification and management should conform to the needs of environmental governance transformation,reasonably absorb co-governance subjects,enrich governance methods,and use public-private collaborative governance as a new approach.Public-private partnership governance is a governance model aimed at the participation of multiple subjects,which can fully integrate social resources and mobilize the enthusiasm of the public to participate in waste classification and governance,in order to fill the defects of the government’s single governance model.From the perspective of public-private cooperation,the micro-government of domestic waste classification provides an operating mechanism for multiple subjects to participate in the classification of domestic waste.The core lies in: on the one hand,how does the government play a leading role to lead private entities to effectively participate in all aspects of domestic waste classification and management.On the other hand,the participation of private subjects in environmental public welfare affairs has created new challenges to the traditional administrative law field.The nature of private parties pursuing interests will inevitably lead to a real risk of infringing on public interests and the well-being of the people.For this reason,it is necessary to define the responsibilities of public and private parties and legally regulate public-private cooperation.
