In the process of urbanization in our country,with the continuous improvement of the living standards of urban residents,the output of domestic garbage is also increasing.The difficulty of garbage disposal has become a major obstacle on the road of green sustainable development in our country.As an important part of promoting the optimization of urban environment and the sustainable development of social ecology,the public’s attention to the classification of domestic garbage has also been increasing.However,after many treatments,the actual results of garbage classification have achieved little effect.On September 25,2020,the 22nd meeting of the Standing Committee of the 13th People’s Congress of Liaoning Province approved the implementation of the "Dalian Municipal Domestic Waste Classification Management Regulations" to strengthen the classification management of domestic waste,stipulating the source reduction,classified release,classified collection,classified transportation,classified disposal,resource utilization and supervision and management of domestic waste in the city’s administrative area.Since Dalian was listed as one of the 46 key cities for garbage classification.Although certain results have been achieved,the garbage classification work is still in the "knowledge stage".Insufficient community participation is the top priority.There are common problems among residents such as low participation of multiple social subjects,insufficient public participation,and low social capital stock.Some residents express their willingness to classify garbage,but the overall operation is not good in real life.There are also problems such as low utilization rate of classified garbage bins in some compulsory classification units and low garbage classification rate in.For these problems,this article clarifies the importance of public participation in the collection of urban domestic waste.Taking four domestic waste classification communities such as Xinkai Road Street in Dalian as research cases,the research objects are limited to the participation of urban subjects in garbage classification behaviors under administrative mobilization,and attempts to summarize the influencing factors that promote the effective participation of various subjects in garbage classification policy behaviors under administrative mobilization through field observations and interviews with specific personnel.And through social research and case analysis,it analyzes the reasons for the low public participation of different types of communities under the current governance model,and the reasons why it is difficult for governance to exert its effects.From the perspectives of how to strengthen the public’s conscious transformation of behavior,how to strengthen garbage classification management to restrain public behavior,and how to form a good garbage classification social atmosphere,it puts forward countermeasures to deal with urban domestic garbage classification and collection.It combines the theory of administrative mobilization and multiple participation with participatory governance,innovatively constructs an analysis framework for participatory governance of garbage classification,and expresses its strategic design and corresponding mechanism of action.The existing literature can better explain why participatory governance is needed and how to achieve participatory governance,but there are still the following research limitations.First of all,the process of participatory governance is ignored,and there is less research on the subjects and their action strategies in participatory governance.Secondly,it ignores the trigger mechanism that affects the participation of subjects in participatory governance.In order to make the research more scientific and credible,this research will adopt a combination of diversified research perspectives,empirical analysis and system analysis,and analyze from multiple perspectives such as "administrative mobilization" and"multiple participation".In the research on the problem of garbage classification and governance in various countries,"administrative mobilization" and"multiple participationare regarded" as two closely related research main lines,but most of the research results reflect the analysis of the effects of the two.This article provides a model for how the two integrate different forms of different community status,and analyzes the causes of the problem through the different research perspectives provided by these two main lines.On the one hand,garbage classification,especially compulsory classification,pays attention to the effect of the government’s power under the centralized situation,and provides a research perspective of "administrative mobilization";on the other hand,the actual implementation effect of garbage classification policy at the grassroots level depends on the degree of localized public participation,forming a network of interaction between government forces and social subjects,thus providing a research perspective of "multiple participation".The study found that the government has carried out creative administrative mobilization to enhance the "system execution power" of garbage classification.On the one hand,the mobilization of government organizations can alleviate the pressure brought about by the implementation of policies;on the other hand,the mobilization of non-governmental pluralistic social subjects based on autonomy promotes organized and non-organized social participation and provides a strong social foundation for the implementation of policies.Relying on a series of analyses of "administrative mobilization-multiple participation" in participatory governance,this paper summarizes the practical experience of domestic waste classification and governance in Dalian.At the same time,it studies the efforts to find some deterministic mobilization forces and integrate uncertain social forces in the process of grassroots participatory governance.
