Research On The Classification And Management Of Urban Domestic Waste In Chongqin

With the rapid growth of socio-economic,the increase of urban population and the continuous improvement of people’s living standards,the production of municipal waste has also increased rapidly.In order to solve the problem of domestic waste,the western scholar William Lashker founded garbage science in the 1970 s,marking that the western academic community began to pay attention to the research of domestic waste management.Some countries,such as Germany and Japan,have formed a complete refuse classification system,and classification effect is remarkable.China has been paying attention to garbage classification for a long time.The slogan of "garbage classification" was first put forward in July 1957.After years of practice and exploration,certain progress has been made,but the classification effect is not obvious.In recent years,Chongqing has taken a number of measures to promote the coordinated development of various links such as classified waste placement,collection and transportation,and classified disposal,and improve the recycling rate of urban domestic waste。In 2020,《the Three-Year Action Plan of Chongqing to Deepen the Classification of Domestic Waste(2020-2022)》 was issued,aiming at "reduction,recycling and harmless",and building a domestic waste classification management system guided with party building,government promotion,participation of the whole people,market operation,urban and rural coordination,and adaptation to local conditions.At present,the municipal domestic waste classification and treatment system has been basically completed.However,compared with developed countries and some domestic cities,there is still a certain gap in the classification effect of domestic waste in Chongqing,especially the lack of residents’ awareness of classification,the low accuracy rate of delivery,and the insufficient capacity of garbage classification and treatment,which affect the classification effect of urban domestic waste,so it is necessary to carry out the research on the classification and treatment of urban domestic waste.According to the research idea of putting forward problem-analysing problem-solving,based on the holistic governance theory,the "two mountains" theory,and the circular economy theory,this paper reviews and summarizes the process of classified treatment of urban domestic waste in Chongqing through questionnaire survey,literature consult,in real earnest interview and other research methods to analyzes the problems existing in the process of urban domestic waste treatment,and aims at finding problems,puting forward optimization countermeasures and suggestions.The research found that there are some problems in the process of promoting the classification and treatment of municipal solid waste in Chongqing,these include issues such as the lack of joint efforts in waste classification,insufficient active participation by residents in waste classification,inadequate infrastructure,inadequate waste classification systems,and inadequate government management.In response to the problems identified,the experience of domestic cities such as Beijing and Shanghai,as well as the experience of foreign cities such as Tokyo,Japan,and Leipzig,Germany,are combined.The countermeasures and suggestions for optimizing the treatment of urban domestic waste are proposed from the following aspects: first,Strengthen top-level design;Guide residents to actively participate;Third,guide other social forces to participate;Fourth,improve infrastructure construction.
