As an important public policy,domestic waste classification promotes reduction,harmlessness and resource utilization of municipal solid waste,providing an effective measure as well as a solution to "garbage enclosure".In mainland China,Shanghai is a pilot city in waste classification.It is now the first city to enforce waste classification by local legislation.Focusing on the recent implementation of Regulations on Domestic Waste Management in Shanghai,our research is based on a case study of Y sub-district in the Pudong New Area,from a perspective of collaborative governance and citizen participation.Experiences and positive effects at community level are summarized,difficulties during policy implementation and their underlying causes are studied,and policy recommendations for further improvements are proposed.The research in this thesis starts with an analysis of goals and effects of administrating domestic waste classification by Y sub-district.By establishing a collaborative mechanism of government self-synergy,sub-district coordination,and multi-subject coordination at community level,participation mechanism by citizen democratic consultation and volunteer service has been smoothed,and a swift full-coverage of domestic waste classification,as well as an overall better-than-expected outcome,has been achieved within the area.Nevertheless,with the policy promotes,several drawbacks grow gradually prominent,including: relatively insufficient infrastructure support comparing with policy promoting speed,not-high-enough effectiveness comparing with media publicity volume,inadequate transportation and classification capacity,comparatively low coordinating effectiveness by weaknesses in responsibility implementation mechanism,and,yet overwhelming administrative force.Among all of them,insufficient middle-to-end-side garbage sorting transport,transit and disposal capability appears to be most prominent.Through on-the-spot investigation on both administrating and targeting groups,multiple causes of this drawback have been locked,including: inadequate coordination mechanism,difficulties in locating middle-to-end-side disposal infrastructure,flaws in a macro-level regulating system,lack of motivation of managing individuals,still insufficient sense of ownership of residents,and finally,inertia against habits.Based on the above analysis,it concludes in this thesis that the construction of urban domestic waste classification system is a comprehensive programme involving multiple subjects,segments and dimensions.The following efforts need to be taken,with preparation of a “protracted war”.Firstly,create combined force by a multi-party participation under government lead.Secondly,accelerate the construction of a whole process classification system to improve classification and processing capability of the middle-to-end-side.Thirdly,enhance top-level system design to set up systematic policy support.Then improve the incentive and restraint mechanism to strengthen the coordinated supervision of the entire chain.Finally,keep on increasing publicity efforts to arouse citizen awareness and participation. |
