| Since the reform and opening up,social organizations in the rapid development of our country,and gradually in the economic,society,culture,environment and other fields play a more and more important role,has gradually become a social forces can not be ignored.In the process of modernization of the current national governance system and governance capacity,it is a realistic demand of environmental governance to build a diversified environmental governance model,change the pattern of "strong state,strong market and weak society" in the past,and increase the participation of social organizations in governance.In addition,with the increasingly serious environmental problems,people pay more and more attention to environmental protection.Minqin is an important ecological fortress in northwest China and an important ecological barrier preventing the Badain Jaran Desert and Tengger Desert from merging.However,Minqin is faced with serious ecological problems such as groundwater level decline,soil erosion and desertification.Ecological problems are ultimately social problems.In this context,it is of certain practical significance to explore the growth and evolution of social organizations as one of the governance subjects in the field of environmental governance as well as the process and mechanism of their participation in ecological environmental governance.Based on the above background,this paper adopts the qualitative research method,takes S environmental protection organization in Minqin County as the research object,combines the consideration of macro institutional environment,explores the realistic background and evolution process of environmental protection organizations’ participation in ecological environmental governance from the meso and micro perspectives,and finds out the realistic environment of environmental protection organizations and the active characteristics of the organizations.To explain the social basis behind environmental organizations’ participation in ecological and environmental governance.It is found that the development of an organization and its participation in ecological governance are closely related to its historical,practical and institutional background as well as the way of acquiring organizational resources.The birth of S organization stems from the local youth’s personal feelings to protect the soil and the homeland.In the process of organizational development,in the face of different institutional environments and practical backgrounds,organizations adopt the construction of green discourse,the establishment of sand industry cooperatives,the commercial desertification control and the cooperation with various subjects under the background of multi-governance to obtain the human and financial resources needed for organizational development,so as to achieve the sustainable ecological governance.In this process,the way of resource acquisition of organizations has also undergone a transformation from self-sufficiency in the beginning to dependency development in the early stage of establishment,endogenous hematopoietic development in the organizational development stage,and symbiotic development under the background of new governance.In general,the growth of S organization and its participation in ecological governance benefit from the resultant mechanism of individual actions and social structure.According to the research,the social basis supporting the development of S organization and the participation in ecological governance can be classified into four aspects,which are as follows: The local complex and local social relations based on value rationality are the community foundation to promote the emergence of S organization.The organic connection of volunteerism and volunteer relationship network gives S organization social support to participate in ecological governance,while the limited embedment of Internet and market gives S organization material support to participate in ecological governance.The establishment of a pluralistic co-governance platform gives S organization institutional support to participate in ecological governance. |
