Research On The Participation Of Social Organizations In Environmental Collaborative Governance In The New Era

The 20 th National Congress of the Communist Party of China has made "promoting green development and promoting harmonious coexistence between humans and nature" a key component of the new era and journey.After ten years of exploration and improvement in the new era,the modern environmental governance system and social governance system have gradually improved,reflecting the concept of maintaining stable and orderly system structure and forming efficiency appreciation beyond joint efforts,which is inherently consistent with the theory of collaborative governance.The institutional environment and requirements of party and government co responsibility under the leadership of party committees and government leadership in environmental governance practice are consistent with the practical need for a leading and coordinating actor to exist in collaborative governance.Therefore,positioning environmental governance in the new era as collaborative environmental governance.In this stage of deep interest integration,multiple interest entities and multi-level interest relationships intertwine and coexist.The unique characteristics presented at the structural and process levels pose higher governance requirements for the state,government,and society,requiring the participation of social organizations to demonstrate stronger adaptability,innovation,and resilience.Based on the theory of political science,this study examines the internal basis of social organizations’ participation in environmental collaborative governance in the new era.Through empirical research,the structure and process are realistically examined,and the improvement strategies for social organization participation under the interaction of structure and process are explored.This has theoretical and practical significance for promoting the process of environmental and social governance in the new era.The participation of social organizations in environmental collaborative governance in the new era is based on the policy planning of a dual governance system and the legal controversy of the subject of constitutional environmental rights as the political foundation and legal guarantee,with the connotation of the subject of legal relations as the theoretical support,the presentation of subjectivity and inter subject relationships as the basic content,and the interpretation dimensions of importance,location,and field of activity.On the basis of collaborative governance theory,participation ladder theory,and structural function theory,based on the analysis perspective of structure setting action framework,process connecting action and structure,and structure and process interdependence,based on the new era environmental governance system,combined with the practical situation of social organization participation,a theoretical analysis framework of "structure process" is constructed.This provides a holistic and dynamic theoretical paradigm for exploring the participation of social organizations in environmental collaborative governance in the new era from the perspective of dialectical unity.From the perspective of structure content,the participation of social organizations in environmental collaborative governance in the new era reflects the unity of individuals and the whole,as well as the integration of synchronicity and diachrony.Based on the construction of modern environmental and social governance systems,analyze structural elements such as the role allocation of diverse subjects,the setting of institutional space,and the arrangement of organizational systems.Based on this,clarify the relationship between elements,that is,the setting of power order,institutional framework,and organizational structure,and support the participation of social organizations from aspects such as social synergy,status legitimacy,and participation rationality.Based on the construction consciousness accumulated in history,in the process of maintaining order and balance in structure deconstruction structure,grasp the structural changes in the participation of social organizations in environmental collaborative governance in the new era,remember the historical structure,focus on the existing structure,and value the future structure.This structural content analysis based on overall,individual,temporal,and spatial dimensions sets an action framework for the participation of social organizations in the process of environmental collaborative governance in the new era.From the perspective of process analysis,based on the role expectation of structural orientation,social organizations in the new era enhance their participation efficiency in the process of environmental collaborative governance based on their adaptability,demonstrate strengthening orderly participation in the process of interest expression,practicing the rule of law participation in the process of providing suggestions,promoting professional participation in the process of innovative services,and implementing complementary participation in the process of multi—directional communication Deepen the level of autonomy such as fair participation in the process of maintaining the concept.In the process of participating in environmental collaborative governance,social organizations are influenced by differences in development models,subject connection weights,and other factors,presenting multidimensional interactive relationships such as bureaucratic driven,market oriented,negotiation interactive,and information sharing.In the dynamic field of "state and society",the optimal relationship model of "strong state strong society" calls for social organizations to demonstrate a higher level of participation.In the process of participating in environmental collaborative governance in the new era,social organizations show a trend of gradually increasing participation levels.From the perspective of structure-process,the collaborative governance structure of the new era environment will have expectations for social organizations’ preset behavior.Through typical cases,questionnaire surveys,and interview surveys,the role playing and functional performance of social organizations in the participation process are comprehensively presented.It is found that there is a certain deviation between the structural requirements of environmental governance in the new era and the actual functional performance of social organization participation.This manifests as structural and process issues such as relative marginalization of subject positioning,relative hollowing out of organizational performance,relative superficiality of participation levels,and relative fragmentation of service supply.The reasons for the above problems are the asymmetric dependence of subject identification,incomplete institutional supply system,insufficient autonomy of governance capacity,and insufficient synergy of multiple interests.The participation of social organizations in environmental collaborative governance in the new era should be based on theoretical development and practical exploration,guided by problem response,and based on the interaction and interdependence of structure and process.By guiding,constraining,and integrating the concepts and behaviors of actors,the direction of "taking advantage of the situation" is provided for the improvement of the participation efficiency of social organizations.From the perspective of integrating and guiding public values,it is necessary to enhance the ecological and cultural identity of diverse subjects and the subjective identity of social organization participation,adjust their marginalization positioning,and promote their deep participation.From the perspective of institutional governance that guides,constrains,regulates,and safeguards,we should promote the government to play a leading role through power and responsibility adjustments,and encourage social organizations to rely on the improvement of the institutional system to make up for the performance limitations of their participation,and move towards joint consultation and construction.From the perspective of capacity improvement in process adaptation,it is necessary to deepen the level of social organization participation through internal governance,participation ability,and digital empowerment,and move towards joint construction and governance.Multivariate collaborative perspectives in process co progress,it is necessary to balance the interaction between subjects,integrate fragmented services involving social organizations,and move towards co governance and sharing.The structure defines the position of actors,the relationships between elements,and structural changes,setting an action framework for the process of social organization participation.The process involves the degree of autonomy,interaction,and development trends of actors,from the perspective of individual adaptation or challenges,promoting social organizations to have an adjusting effect on the governance structure through participation in games,interactions,coordination,and balance in the process.The exploration perspective of two-way interaction between structure and process aims to construct a social organization participation path that is more in line with the collaborative governance of the new era environment through vertical sorting and horizontal comparison,promoting social organizations to showcase the value of high-level participation in the domestic and international "benign interaction" pattern,and moving towards joint consultation,construction,and sharing through deep participation.
