Research On The Cooperation Between The Government And Social Organizations In The Ecological Environment Governance Of The Dongting Lake Basin In Hunan Province

Known as the "hometown of fish and rice",Dongting Lake connects the four main river systems of Xiangjiang,Zijiang,Yuanjiang and Lishui in Hunan Province,which has played a vital role in economic development and residents’ living standards,nourishing the people of Huxiang and adding color to Huxiang culture.However,due to the dual influence of human factors and natural factors,the ecological environment of Dongting Lake has become more and more bad,the lake area has shrunk significantly,biodiversity has declined sharply,and rare protected animals such as finless porpoises and Chinese Autumn Sand Ducks are facing extinction crisis,which not only affects the economic development around Dongting Lake and even the entire Hunan Province,but also increases the difficulty of improving the living standards of its residents.With the continuous advancement of the modernization of the national governance system and governance capabilities,the transformation of government functions,the encouragement of social forces to join,and the establishment of a modern environmental governance system with the participation of multiple subjects has become a trend.However,in the cooperation between the government and social organizations in the ecological environment governance of the Dongting Lake Basin in Hunan Province,facing the dilemma of unequal cooperation status,unclear cooperation rights and responsibilities,imperfect cooperation content and lack of mutual trust in the cooperation environment,the author analyzes the internal environment and external environment of the government and social organizations in the ecological environment governance of the Dongting Lake Basin through the theory of resource dependence,social capital theory and governance theory,and excavates the deeper reasons in the appearance problem-the concept of cooperation has not yet been formed,the transformation of government functions is not in place,and the effective cooperation mechanism is lacking.A benign institutional environment and social environment have not yet been formed,and it proposes to optimize the cooperation path between the government and social organizations in the ecological environment governance of the Dongting Lake Basin in Hunan Province: first,establish a cooperation concept and reverse the concept of ecological governance;second,clarify the relationship between the government and social organizations,clarify the scope of powers and responsibilities,and clarify the role positioning;third,build a cooperation mechanism to promote the cooperation process;fourth,create a trust environment and strengthen the internal strength of social organizations.Thus,in response to Xi Jinping’s call for the construction of ecological civilization,we have gradually realized that encouraging social organizations to give full play to their own advantages in the ecological environment governance of the Dongting Lake Basin,promoting cooperation between the government and social organizations,and building friendly partnerships and benign cooperation platforms are the key paths for the current governance of the ecological and environmental problems of the Dongting Lake Basin,so as to achieve the ideal state of green ecology in the Dongting Lake Basin.
