Research On Paths For Environmental Protection Social Organizations To Effectively Participate In Environmental Governance

With the rise of governance concept,NGO plays an important role in social governance.In the field of environmental governance,ENGO is an important complementary force to government failure and market failure.Our country proposes to build an environmental governance system with government as the leading factor,enterprises as the main body,social organizations and public participation,which means that the government and the public,enterprises and NGO are no longer dualistic opposition under the traditional environmental control,and environmental governance is moving from a unitary subject to a pluralistic co-governance.Effective participation of ENGO in environmental governance should be given full attention.Taking the X ENGO as a case,under the guidance of theories of NGO,polycentric governance theory and resource dependence theory,the author uses the research method of grounded theory to study the correlation of cases in environmental governance.The experience is analyzed and summarized,and the influencing factors of its effective participation in environmental governance are extracted.The core areas are external factors,Organizational factors,Individual factors and multiple interactive factors.On the basis of qualitative research,four hypotheses are put forward: H1: external environment is positively correlated with the effective participation of ENGO in environmental governance;H2: membership characteristics are positively correlated with the effective participation of ENGO in environmental governance;H3: organization construction is positively correlated with the effective participation of ENGO in environmental governance.H4: multiple interactive network is positively related to the effective participation of ENGO in environmental governance.Subsequently,through the quantitative analysis of questionnaire data,it is assumed that H1,H2 and H3 are verified,and H4 is not verified in the quantitative analysis.Comprehensive qualitative and quantitative research results,the author collates the influencing factors of the effective participation of ENGO,and concludes that ENGO are influenced by the government,enterprises and the public in their interaction with the external environment.On the one hand,the survival and development of ENGO can not be separated from external identity and external environment.On the other hand,ENGO should further improve their internal construction and enhance their effective participation in environmental governance.At the same time,internal construction is also a necessary way for ENGO to reduce their dependence on external environment.Based on the analysis of the influencing factors of the effective participation of ENGO in environmental governance,the author constructs the path of the effective participation of ENGO in environmental governance.First,cultivate external environment and achieve positive interaction.In terms of the relationship between ENGO and the government,ENGO should seek autonomy despite dependence,while in dealing with the public,ENGO should absorb participation in communication and achieve win-win cooperation with enterprises.Second,ENGO should improve internal construction and promote multiple cooperation.Through internal construction,ENGO can sort out a good social image and coordinate communication in the environmental governance system with the participation of multiple subjects,promote the formation and development of interactive networks,and jointly promote the improvement of environmental problems.
