The Functions And Its Optimized Paths Of Social Organizations In Environmental Conflict Governance

In recent years,the conflicts caused by environmental pollution problems are frequent,and have a serious impact on public environmental interests and social harmony and stability.The environmental conflict has become an unavoidable social problem.Because of the complexity,frequency and certain acuteness of environmental conflict,a single government governance model may have difficulties in achieving good governance effects.Under the macro-orientation of strengthening social governance innovation and promoting ecological civilization construction,social organizations can exert important functions in environmental conflict governance by right of special edges,such as voluntary,nongovernmental,neutrality,speciality,flexibility and so on,and cover the shortages of the single government governance to some extent.Therefore,the study on functions and optimized paths of social organizations in environmental conflict governance has the realistic meanings of increasing environmental conflict governance effects integrally.Based on what mentioned above,this study is guided by Marxism social management theory radically,and absorbing beneficial elements from governance theory,conflict management theory and so on,applying a variety of research methods including case analysis method and literature study method,on the basis of analyzing the social background and carding the existing practice,taking ‘Green Zhejiang' which is a famous social organization in Zhejiang province as a case,following the logical approach: function analysis,function dilemma,function optimization.Firstly,functions of social organizations in environmental conflict governance in this study can be mainly summed up as the following aspects: providing information resources for environmental conflict governance,prompting government to respond to public environmental wills,optimizing government environmental conflict governance decisions,acting as the interest coordinator between the authority and people,helping people carry out environmental interest expression,promoting rational consultation among all parties involved in environmental conflict.On the basis above,exploring the main mechanisms used by social organizations to exert environmental conflictgovernance functions.These mechanisms including: the environmental supervision mechanism,the round-table consultation mechanism,the party and government liaison mechanism.And summing up the safeguard conditions of environmental conflict governance functions of social organizations further.Secondly,this study reveals realistic function obstacles of social organizations in environmental conflict governance,mainly including: lack of trust from local government,limited formal institutional space,low professional governance capability and lack of cooperation consciousness.Finally,based on the environmental conflict reality of China,this study puts forward the optimized paths of environmental conflict governance functions of social organizations as follow: local government should change existing concepts of the environmental conflict problem itself and social organizations actively;through reforming social organization management system,constructing regular participation mechanisms and improving legal channels,the institutional space for social organizations that intend to participate in environmental conflict governance can be broadened and optimized;through enhancing internal construction,the professional environmental conflict governance abilities of social organizations can be promoted;social organizations should actively cooperate with other subjects,especially the national forces,in environmental conflict governance.
