The Study Of Ability Build Of Environmental Protection Social Organizations Participating In The Ecological Governance In Chongqing

In recent years,along with our country constantly of reform and opening up,every field has entered a critical period of transformation development.Construction of ecological civilization from the top-level design stage gradually transferred to plan the specific implement period,a series of policy constantly put into effect.The development of social organizations makes Chongqing ecology civilization construction going on a new journey.30 years of reform and opening up,China’s economy has been growing at high speed,at the same time,the ecological problems are becoming more and more serious,and ecological environment can no longer afford this kind of consumption type development path.China urgently calls for ecological governance ways to settle the affair.In the 18th session of the National People’s Congress report,ecological construction bring into five tied for the new pattern of development:political,economic,cultural,social and ecological construction.In this context,the participation of environmental protection social organizations must change the situation of ecological governance,forming the new pattern of common governance,and inject new vitality to Chongqing ecological governance.Based on the analysis of ecological governance background and current situation of Chongqing ecological governance,this study analyze the direction of the current government policy guidance,finding policy basis for this study and support for this research.Why do we need to implement the capacity building,and how to build the capacity are the core problems of this research.In the third chapter,this study analyze the current situations from Chongqing ecological environmental governance and the participation of social organizations,clearing the objective facts of environmental protection social organizations participating in Chongqing ecological governance,the reason of construction and the value and importance of capacity building.On the basis of ability construction,this study explore how to build capacity could make the better participation in the ecological governance.Through the interview and literature research,the study have obtained three abilities that need to build:the common governance ability,the professional ability and the development ability.It is clear that these three kinds of abilities,then how to build capacity is the next problem to be solved.The study found out four factors that affecting ability building.Build the model and put forward the hypothesis,finding out factors restricting the environmental protection NGO capacity building by the method of empirical research.On this basis,the study find out the solutions of the better participation of environmental protection social organizations in the ecological governance,and ultimately form the safeguard mechanism of construction of policy and ability build that guarantee the participation of environmental protection social organizations in the ecological governance in Chongqing ecological governance.
