Research On Problems And Countermeasures Of Inland Water Emergencies Collaborative Governance In Jilin Province

Since the reform and opening up,especially since the 18 th National Congress of the Communist Party of China,China has fully utilized the advantages of the national maritime search and rescue system and steadily promoted the construction of the maritime search and rescue system.The institutionalization of management and operation,standardization of team equipment,scientific decision-making and command,internationalization of conceptual vision,and construction of internal management windows have all achieved significant results,and the capability and level of maritime search and rescue have made significant progress.The "top-level design",like a signal flag,points the way,and the water transportation industry in Jilin Province has also taken advantage of the trend and made steady progress year by year.The number of ships and crew members is constantly increasing,so is the passenger and cargo volume of the ships.With the advent of development opportunities,the task of responding to water emergencies carried out by the Jilin Provincial Transportation Management Department is becoming increasingly onerous.Emergency response to water emergencies is a key node in the process of water transportation safety management.It is the most effective way to prevent and reduce the harm caused by water emergencies through sufficient prevention in advance,efforts to reduce losses in the process,and timely stopping losses afterwards.At the same time,it is also the last line of defense to ensure the safety of people’s lives and property and to protect the harmonious and healthy development of the natural environment.In March 2020,the Jilin Provincial Department of Transportation,together with 9departments including the Provincial Department of Industry and Information Technology,the Provincial Department of Finance,and the Provincial Emergency Management Department,jointly issued the "Implementation Opinions on Strengthening the Water Search and Rescue Work in Jilin Province",proposing 18 implementation measures from three aspects: strengthening the construction of the "one case,three systems" for water search and rescue,building water search and rescue capabilities,and preventing water emergencies.The emergency plan for water search and rescue in Jilin Province,as well as the water search and rescue system,mechanism,and legal system in Jilin Province,have been specifically implemented,highlighting the textbook status of water search and rescue exercises in handling water emergencies in the province.However,since the emergency response to water emergencies in Jilin Province still relies mainly on local transportation departments,and the overall linkage is weak,further research is needed for collaborative governance.Therefore,building a comprehensive and reasonable coordinated management system for water emergencies can quickly and orderly carry out the pre-prevention,in-process disposal,and post-guarantee actions for water emergencies in Jilin Province,and minimize casualties and property losses caused by individual and ineffective handling of water emergencies.The core of research on collaborative management of water emergencies is to ensure safety.For the study of emergency management issues in water transportation,especially those affecting people’s lives and safety,all efforts and means must be utilized to ensure the safety of people’s lives and property.Therefore,within the existing framework of "One Case,Three Systems",this article takes the 2021 Songhua River water search and rescue exercise and related data in Jilin Province as a research model.It starts with the relevant subjects and main measures involved in the process of handling water emergencies during the exercise,and combining the current organizational structure,disposal methods,on-site resources,coordination and linkage with practical work.Professional forces analyze the shortcomings in information sharing and other aspects;Secondly,this article refines and decomposes the responsibilities and obligations of six aspects represented by the administration,shipping enterprise,classical and new media,environmental groups,public,technical support institutes from the perspective of the whole society,and deeply explores the reasons why the current advantages of joint efforts are difficult to exert and the efficiency of collaborative governance is low;Third,through discussing the valuable experience of involving Heilongjiang Province and Guangzhou City as the main participants in the collaborative management of water emergencies,we will construct an "ACCEPT" collaborative governance system for water emergencies based on the actual situation and the framework of the existing resources and institutional mechanisms within Jilin Province.Such system takes the governmental authorites as the core and requires the coordinated efforts of shipping enterprises,classical and new media,environmental groups,public,technical support institutes,which will provide effective countermeasures and development directions for the collaborative governance of water emergencies in Jilin Province.
