| The watershed water environment governance belongs to the public affairs,and the governing body of the public affairs is the government and the public,among which the government plays a leading role.River basin water environment governance is related to different government departments and different administrative areas in the upper and lower reaches of the river basin,so it is necessary to establish a longterm cooperative governance mechanism.However,the practical dilemma is that under the traditional administrative division system,the problem of departmental barriers and inter-governmental barriers is prominent,which leads to the lack of effective information sharing between governing bodies,and thus it is difficult to form effective cooperation.Therefore,information sharing in collaborative water environment management is studied to improve the current situation of information sharing and enhance the efficiency and effect of collaborative water control.From the perspective of collaborative governance theory,the present situation of information sharing in collaborative governance of watershed water environment is studied from three dimensions: inter-ministerial collaboration,inter-government collaboration,and government-public collaboration.Taking the theory of information asymmetry as the starting point,this paper selects Shaoshui Basin as a case and obtains the subject and object,content,and mode of information sharing in inter-ministry and inter-government cooperation through field investigation and interview.Through interviews and questionnaires,the paper explores the current situation of information sharing between the government and the public.According to the current situation of information sharing,the existing problems are summarized,that is,the content of information sharing is not comprehensive,the way is not standard,the timeliness is poor,and the adaptation is insufficient.Through in-depth analysis of the causes of the problems,it is found that the differences in interests of governance subjects and the unclear responsibilities of information sharing are the deep reasons behind the incomplete content of information sharing.The absence of relevant standards and norms leads to the irregular way of information sharing;The imperfection of incentive mechanism and the inadequacy of information sharing funds of the grassroots government lead to the problems of poor timeliness and inadequate adaptation of information sharing.According to the causes of the problems and combined with the theory of collaborative governance,the improvement strategies are put forward,including establishing the information sharing list system;Standardizing information sharing procedures and channels;Clarify information sharing responsibilities;Perfect incentive mechanism;We will improve the guarantee mechanism.In order to improve the information sharing in the collaborative management of the river basin water environment,it is helpful to build a long-term collaborative management mechanism for the river basin water environment and realize the good co-governance of the river basin water environment. |
