The Research On The Collaborative Governance Of The Transboundary Water Pollution

With the rapid development of China’s economy and society,serious crises have arisen in the field of ecological environment,of which water pollution is the most typical.Because of the fluidity of water and the spatial distribution of waters,many water pollution phenomena are cross regional.Therefore,transboundary water pollution has become a major concern of the state and the whole society.The related research on the treatment of transboundary water pollution is a common topic at home and abroad,which is carried out from the perspectives of institutional mechanism,economic interests,game relations and legal support.The continuous occurrence of transboundary water pollution incidents fully illustrates that there are some defects in the current water pollution control model in China.Taking Qinhuai River Basin as an example,this paper chooses the perfection of Countermeasures in the process of cross-regional governance as the problem construction,takes the theory of shared resources and behavioral game as the theoretical tools,combines the present situation of water pollution in Qinhuai River and the current management system,analyses the existing problems and reasons in the governance model of Qinhuai River Basin,tries to understand the advantages and disadvantages of the cooperative governance model in cross-border water pollution control more deeply,and tries to put forward countermeasures and suggestions for perfection.From the perspective of the research framework,this paper first establishes the research issues,i.e the research on collaborative management of transboundary water pollution,and then puts forward three analytical dimensions,namely,institutional mechanism,policy orientation and management model.The main research methods are literature research,case study and comparative analysis.The Qinhuai River Basin is the main body of the study,and its transboundary water pollution is investigated from a retrospective and forward-looking perspective.Conduct case studies on relevant governance situations.From the content structure,the full text is divided into seven parts.The first part is the introduction,which mainly introduces the background and significance of the research,summarizes the current situation of transboundary water pollution control at home and abroad,and introduces the main framework,research ideas,technical route,research perspective and methods of the paper.The second part is the related concepts and theoretical basis of cross-border water pollution cooperative governance.’The basic concepts of cross-border water pollution,cooperative governance,mechanism and other basic concepts involved in this paper are clarified,and the basic theories of behavior game and shared resources are sorted out.The third part is the current situation of water pollution control in Qinhuai River Basin.It mainly introduces the current situation of water pollution in Qinhuai River Basin,the current statutory management responsibilities and administrative system,the course of water pollution control and the exploration of cooperative management.In the fourth part,the existing problems and causes of water pollution control in Qinhuai River are analyzed,which are mainly manifested in the unreasonable establishment of the competent departments,the absence or absence of the main governance bodies,the lack of awareness of collaborative governance,the lack of external binding force,the lack of intergovernmental compensation and coordination mechanism,and the insufficient participation of social forces.The fifth part is to analyze and draw lessons from successful cases of transboundary water pollution control in foreign countries,and transfer policies by means of policy replication and policy simulation in the aspects of institutional settings,regulatory safeguards,information exchange and so on On the basis of the preceding parts,the sixth part mainly considers and explores how to improve the collaborative management of transboundary water pollution in Qinhuai River,and puts forward that in the process of controlling transboundary water pollution in Qinhuai River,we should adhere to the principles of efficiency and fairness,punishing evil and promoting good and individualization,scientifically set up river basin management institutions,strengthen legislative guarantee,build information exchange platform,and improve power incentive and restraint supervision.To further improve the cooperation mechanism in the treatment of transboundary water pollution in the Qinhuai River Basin,we should establish a mechanism for coordinating and compensating interests,explore market-oriented and social management modes.The seventh part is a summary of this paper,and puts forward the future research direction.
