Study On Prevention And Control Of Domestic Sewage Pollution From Inland River Transportation Vessels From The Perspective Of Collaborative Governance

As an important part of urban development and human civilization,the status of inland waters has always been very important.In particular,my country’s shipping conditions are prominent,crisscrossed,and water resources are rich.Waterway transportation has played an important role in promoting economic development.Although my country’s comprehensive strength has improved,various industries have achieved rapid development,but at the same time of rapid development,the damage to the ecological environment is also very serious.Especially the current inland river shipping industry in our country,as one of the important industries of economic and social development,the problem of inland river environmental pollution is becoming more and more serious.In the context of the development of the new era,in order to realize the harmonious coexistence of man and nature and promote the green development of ecological civilization,it is necessary to strengthen the rectification of domestic sewage from inland waterway transportation ships,and to continuously improve the environmental quality.To protect the cleanliness of inland waters,it is necessary to strengthen the prevention and control of pollution from inland vessels.The thesis focuses on the Huaihe River Huainan waters,and is based on the theory of synergistic governance,using the methods of Literature Review,Questionnaire Survey and statistical analysis,the authors found that there were problems in the prevention and control of domestic sewage pollution from ships,and fully understood the current situation of domestic sewage treatment from ships in Huaihe River waters,a questionnaire survey was carried out to sum up and analyze the deficiencies in the prevention and control of domestic sewage from ships,for example,the overall quality of pollution prevention and control personnel is low,the ship pollution prevention policies and regulations are not perfect,the ship pollution prevention related facilities construction process is slow,the coordinated treatment of ship sewage process is not coordinated,etc.The main reasons for these problems are lack of multi-party supervision,lag of laws and policies on Ship Pollution Prevention,backwardness of information network construction and immaturity of multicoordinated governance mechanism.Based on the advanced experience of water pollution prevention and control of inland river transportation vessels abroad,this paper proposes more scientific measures for the management of domestic sewage from ships in Huainan Huaihe River waters,such as: Improve the pollution prevention and control assessment and accountability mechanism,improve the relevant laws and regulations,improve the system of multi-coordinated governance system,enhance the ship sewage pollution prevention and control of integrated services and management capabilities.We hope to establish and improve the prevention and control system of domestic sewage from ships in Huaihe River waters and create “Green water transport”.
