Research On Cooperative Governance Of Environmental Emergencies In Pearl River Basin

With the rapid development of modern economy,problems such as ecological damage and environmental pollution are becoming more and more prominent.China’s environmental emergencies are in a high-risk situation of frequent occurrence.Moreover,the current environmental emergencies show the characteristics of cross basin,cross region,cross industry and cross department,and the traditional emergency management model can not adapt to it.Collaborative governance theory points out the direction for the transformation of emergency governance mode of sudden environmental events with the advantages of equality and mutual trust,resource sharing,cooperation and mutual benefit.Zhaoqing municipal Party committee and government have always attached great importance to ecological and environmental issues,adhered to taking green as the background of urban development,took the lead in proposing to take the environmental protection industry as the leading industry in Guangdong Province,and constantly strengthened the collaborative governance of environmental emergencies.However,the effect of collaborative governance is not satisfactory.Therefore,it is of great practical significance to study how to strengthen the collaborative governance of environmental emergencies and improve the level of collaborative governance.The author of this paper has been responsible for the environmental emergency management of Zhaoqing City for many years.On the basis of combining his own practical work experience and referring to the relevant literature in the fields of crisis management and environmental collaborative governance at home and abroad,the author defines the subject,object,content and approach of collaborative governance of environmental emergencies,and takes the current situation of collaborative governance of environmental emergencies in Zhaoqing City as the object,through literature research method,comparative analysis method Special research was carried out by means of case study method and field research method to introduce the current characteristics of environmental emergencies and the current situation of collaborative governance in Zhaoqing City.Zhaoqing City has achieved certain results in collaborative governance of environmental emergencies by signing environmental joint prevention and control agreement and other measures,but government departments at all levels still have problems such as poor communication,insufficient trust,insufficient motivation and fighting on their own,In view of the problems existing in the collaborative governance of environmental emergencies,this paper puts forward corresponding countermeasures and suggestions from the four perspectives of strengthening collaborative motivation,strengthening leadership training,improving system design and strengthening process support.
