| Water is the spring of life,the survival of living things,guarantee economic construction and maintain the importance of social development is self-evident.With the continuous economic progress,China’s water environment problems are more and more serious,many contradictions have broken out.In early 2013,several environmental protection chiefs in Zhejiang were invited to swim in the river.In the view of such incidents,Zhejiang Provincial Party Committee and provincial government determined to comprehensively improve the water environment of Zhejiang Province,and put forward a major strategic policy of "five water co-treatment" in the fourth Plenary Session of the13 th Provincial Party Committee on November 29,2013.Longquan city also follows the central steps to learn and promote the "five water co-governance",but blindly imitating the traditional "five water co-governance" means can no longer solve the problem of water environment.The author analyzed and explored Longquan local development situation and found that the coordination mechanism of "five water co-governance" was seriously lacking.Therefore,a coordinated governance strategy was formulated according to the situation.In this paper,the author uses a series of theories and analyzes practical cases.Taking the "five-water co-governance" of the 23 cross-sections of towns of the rivers as an example,the author deeply explores the effectiveness and limitations of the current "five-water co-governance" measures,and draws lessons from previous experience to explore the source of problems.In order to provide theoretical and practical reference for the implementation and improvement of "five water co-treatment" plan in longquan city.In the process of research,this paper combs and draws lessons from the theoretical achievements of water environment governance at home and abroad,and applies the corresponding theories to the analysis and discussion of the water environment governance situation of the nine sections of Longquan River "Five water co-governance",which makes the discussion with sufficient theoretical basis.In addition,a field survey of the actual situation was conducted in order to control accurately the actual development status.According to the actual situation,it can be seen that the main problems in water environment governance in Longquan are as following: it is difficult to improve the speed and quality of the project,difficult to guarantee the project funds,people’s autonomy is not active,the phenomenon of rebound is common,and ecological interference is difficult to avoid.Through analysis it is concluded that the river main problems of "five-water environmental governance" the 23 cross-sections of towns is: force remains to be further strengthen supervision,water conservancy capital source of the single,the funding gap is bigger,the village and initiative of the public is not enough,synergy mechanism is not sound of water conservancy system,grassroots cadres failed to achieve the common front.Based on the study of the 23 cross-sections of towns of the rivers,on the basis of "five-water co-governance",in the view of the longquan water environment condition,meaningful solution measures are put forward,such as promote water conservancy culture and multi-angle broaden the financing channels,heavy linkage to promote collaborative governance,high demand increased enforcement,deep work mechanism,etc.In order to realize more effective coordination,this paper explores the problems of cooperative water environment governance of the 23 cross-sections of towns of the rivers,and further clarifies the roles and functions played by the government and other different subjects in water environment governance. |
