Study On The Problems And Countermeasures In The Comprehensive Renovation Of Rural Human Settlements

The problem of imbalanced and inadequate development at this stage is particularly prominent in rural areas,where increasingly affluent rural areas are facing increasingly serious human settlements.In recent years,with the government's emphasis and continuous efforts on the construction of rural human settlements,China's rural human settlements have improved.However,there are still many outstanding problems due to historical debts,especially compared with the urban living environment.The rural living environment is still at a low level.It is far from well-off in many areas such as residential houses,village facilities and living environment.There is a certain gap in social standards,especially rural sewage and domestic garbage have become difficult points in environmental improvement,which seriously affects the development of rural society,and the rural human settlement environment urgently needs comprehensive improvement.For the improvement and governance of rural human settlements,the key is to solve the problems existing in the process of comprehensive renovation of human settlements,which not only meet the expectations of the majority of rural residents for a better life,but also the implementation of the rural revitalization strategy,at the same time,it is also important to build a harmonious Xiaokang and rural society in an all round way.This paper mainly focuses on the problems of comprehensive improvement of the living environment of Caoqiao Town and the optimization countermeasures.Based on the research results at home and abroad and the successful experience of practical cases,combined with the actual situation of Caoqiao Town of Xinyi City,the current comprehensive improvement of rural environment Analyze the actual results and existing problems,try to improve the long-term mechanism of rural ecological environment and improve the quality of human settlements,and realize the rural construction of environmental beauty and ecological beauty.This article first elaborates the research results and practical experience of domestic and foreign scholars on the comprehensive improvement of rural environment,analyzes the current status of human settlement environment in Caoqiao Town,Xinyi City,and then summarizes the main contents of comprehensive improvement of rural human settlement environment in Caoqiao Town.The rectification includes housingrectification,feeding pens rectification,toilet rectification,domestic garbage rectification,kitchen waste rectification,domestic sewage rectification,agricultural pollution control,road rectification,fire safety rectification,public service facility rectification,cultural heritage rectification.After comprehensive improvement of the living environment,the living environment of Caoqiao Town has been continuously optimized,the living environment of the people has been continuously improved,and the overall environmental sanitation of each village has been significantly improved.Secondly,it analyzes the process of comprehensive rural environment improvement work carried out in Caoqiao Town,Xinyi City,and points out the problems in the governance subject,governance mechanism,and governance effectiveness during the renovation process.In terms of governance subjects,the subjects are diverse,the perceptions are uneven,the villagers have insufficient initiative and laziness to cope,the government is inadequate,and the lack of rectification talents;in terms of governance mechanisms,comprehensive rectification funds are not sound,assessment incentives are unreasonable,and coordination and restriction mechanisms are not perfect;In terms of governance effectiveness,the progress of comprehensive improvement is slow,and villagers' environmental awareness is still weak.Finally,the paper puts forward countermeasures and suggestions on the problems in the comprehensive environmental rehabilitation of Caoqiao town in Xinyi,giving full play to the initiative of multi-subject participation,and strengthening the management of the comprehensive rehabilitation process,the paper puts forward the optimized countermeasures of the Comprehensive Improvement of rural environment from three aspects: Perfecting the safeguard measures of the comprehensive improvement.In terms of giving full play to the participation of multiple subjects,we should fully mobilize the enthusiasm of villagers,strengthen the leadership and coordination ability of the government,and strengthen the construction of environmental law enforcement teams;in terms of strengthening the management of the comprehensive renovation process,it is necessary to increase financial input,introduce governance funds through multiple channels,improve supervision and restraint,strengthen supervision by villagers and social organizations,carry out multi-party assessment and improve incentive measures for environmental assessment,and improve the safeguard measures for comprehensive rehabilitation,to strengthen planning guidance,enhance the awareness of environmental protection of farmers.This article studies the problems existing in the comprehensive rural environment improvement process of Caoqiao Town,and proposes scientific and operational measures to help promote the process and effect of comprehensive improvement of rural environment in Caoqiao Town.The goal requires to provide examples for the comprehensive improvement of rural human settlements in other regions of the country.
