"Beautiful China,the countryside must be beautiful",improving the living environment in rural areas and creating a beautiful and livable countryside is not only related to the protection of people's livelihood,but also related to social stability.With the deepening of the strategy of rural revitalization,rural human settlements have received more and more attention and attention,and have achieved certain results in various places.With the rapid development of social economy and culture and the accelerated pace of rural urbanization,it also highlights the obvious rural environmental problems.Rural human settlement environment is an important link in the strategy of rural revitalization,how to solve the problems of dirty and messy,take a new look of the village,make up for the shortcomings of infrastructure and public services,and take the road of good governance of rural human settlement environment,it is worthy of our consideration and study.In February 2018,the Central Office and the State Office issued the "three-year Action Plan for the improvement of Rural Human settlement Environment," giving priority to the environmental problems closest to the lives of ordinary people.take rural garbage treatment,sewage treatment and village appearance improvement as the main starting point to solve the "dirty mess",emphasizing that we should pay attention to the pooling of various forces and resources,make up for the shortcomings,overcome difficulties,and strive to eliminate the dual structure of urban and rural areas and create a beautiful and livable village.We will lay the foundation for a beautiful blueprint for building a moderately prosperous society in an all-round way as scheduled.In this context,with the full combination of the reality of local economic and social development and the basis of resource endowment,various localities have carried out bold explorations and attempts to promote rural revitalization,and a number of typical governance models of rural human settlements have emerged.This paper selects the case of rural human settlements in Pujiang County as a typical example of ecological civilization construction,focusing on the " Seven reforms and Seven changes " for the purpose of pollution control,public environment,infrastructure,management norms and village development.practical results have been achieved in the improvement of rural environment.On the central idea of people-oriented,centering on the question of "what to do,how to do,and who will do it" in the renovation of rural human settlements,based on the principle of collaborative governance,this paper analyzes and studies the case from the three aspects of subject coordination,resource integration and systematic methods,and further demonstrates the multiple subjects such as grass-roots government,peasant masses,social market and so on.Under the above-mentioned model,how to gather diversified participation forces,how to solve the capital "bottleneck",and how to realize the normalization of governance results,we have constructed a long-term governance model of co-construction,co-governance and sharing,in order to realize the systematization of " Seven reforms and Seven changes " in the renovation of rural human settlements as the research theme,summarize practices and results,find the laws and relations of various system elements,and form governance experience that can be replicated and popularized.It is of great significance to timely deal with and deal with the current problems of rural human settlements in China,improve the comfort and livability of rural human settlements,and enhance the happiness and satisfaction index of villagers.
