The Sustainable Development Goals,adopted by the United Nations,state that human social development should be based on social,economic and environmental aspects,and focus on the coherent development of the whole system.The coordinated development between environmental governance capacity and economic development level can promote the high-quality development of human society,which is also in line with the concept of green development advocated by China in the "The Belt and Road".Therefore,studying the temporal changes and spatial distribution patterns of environmental governance capacity,economic development level and the degree of coupling and coordination between the two in countries along "The Belt and Road" can recognize the differences in the degree of coupling and coordination between environmental governance capacity and economic development level in each country and provide a basis for the formulation of sustainable development policies.On this basis,this thesis reconstructs a system of indicators to assess the environmental governance capacity of the countries along "The Belt and Road",and constructs the evaluation index system of economic development level.The spatial and temporal evolution characteristics of environmental governance capacity,economic development level and coupling coordination degree of countries along "The Belt and Road" are analyzed by using a combination of empowerment model,coupling coordination degree,exploratory spatial data analysis and geographic probe,and the factors affecting the spatial and temporal variation of coupling coordination degree are discussed.The main conclusions of this thesis are as follows.(1)From 2010 to 2020,the overall improvement of environmental governance capacity and economic development level of countries along "The Belt and Road" :the scores of environmental governance capacity and economic development level have increased by 14.57% and 7.67%,respectively.More than 88% and 75% of the countries along "The Belt and Road" have improved their environmental governance capacity and economic development scores respectively.In terms of the differences between countries,the environmental governance capacity of each country is gradually developing in the direction of balance,while the gap between economic development levels tends to widen.(2)There is an obvious spatial clustering effect between the environmental governance capacity and economic development level of countries along "The Belt and Road",and the high and low value areas of the two overlap in space.The countries with higher environmental governance capacity are mainly located in Europe,while the countries with lower capacity are mainly located in Central Asia,South Asia and Southeast Asia;the countries with higher economic development level are mainly located in Europe and West Asia and North Africa,while the countries with lower level are mainly located in Southeast Asia and South Asia.(3)From 2010 to 2020,the average value of coupling and coordination between environmental governance capacity and economic development level of countries along "The Belt and Road" has increased by 5.55%,and the coupling and coordination degree of 90% of the countries has increased,but the coupling and coordination degree between countries is uneven,showing obvious spatial clustering effect.The overall coupling and coordination is high in the European region and low in Southeast and South Asia.At the same time,the degree of coupling coordination within each region is also uneven.(4)From 2010 to 2020,the main factors influencing the degree of coupling coordination gradually increase.By 2020,human development index,Internet usage rate,government effectiveness,positive peace index,policies and regulations,and corruption control are the main factors affecting the spatial and temporal variation of the coupling and coordination of environmental governance capacity and economic development in the countries along "The Belt and Road",and the influence of any two factors acting together is greater than their influence alone.This study provides a reference for clarifying the spatial and temporal evolution characteristics of the coupling and coordination between environmental governance capacity,economic development level and the two in countries along "The Belt and Road",and exploring the factors affecting the spatial and temporal divergence of the coupling and coordination.
