Study On The Coupling And Coordination Mechanism Of Watershed Ecological Environment And Economic Development

From the "white development" of primitive civilization,to the "yellow development" of agricultural civilization,to the "black development" of industrial civilization,human society has now entered the "green development" of ecological civilization.How to realize the coupling and coordination between ecological environment and economic development is a common problem facing the whole world.As General Secretary Xi Jinping said,"green hills and beautiful scenery" and " invaluable assets" are not multiple-choice questions but must answer questions.How to do well this answer will be the challenge facing the new era of economic development in the new era of economic development from the fast growing stage to the transitional stage of economic development.The Yangtze River economic belt is the core economic belt connecting the Middle East and the West and leading the high-quality development of the national economy.The significance of economic development is self-evident.At the same time,under the construction of ecological civilization,it is also required to build a green ecological corridor and build it into a demonstration belt of ecological civilization in China.Under the dual construction objectives of ecological environment and economic development,the construction of the coupling and coordination mechanism between the two is the necessary way to practice the community of shared future of human beings from the perspective of ecological civilization,an important measure to balance the interests of regional interest subjects,an objective requirement to achieve sustainable economic development of the Yangtze River economic belt,and a powerful starting point to promote the strategy of Rural Revitalization.In order to analyze the coupling and coordination relationship between the ecological environment and economic development of the Yangtze River economic belt,this paper takes 11 provinces and cities of the Yangtze River economic belt as the research object,guided by the coupling and system coupling theory,the basin system coordination theory and the coordinated development theory of ecological environment and economy,and on the basis of constructing the comprehensive evaluation index system of ecological environment and economic development,uses the comprehensive evaluation index model,coupling degree model and coupling coordination degree model analyze the time-varying characteristics and spatial evolution law of the coupling and coordination relationship between the ecological environment and economic development of each province in 2004-2017.The results show that the growth rate of the comprehensive index of economic development in each province is fast,but the growth rate of the comprehensive index of ecological environment is slow or even has the trend of falling back.At present,the two indexes are in a highly coupled but uncoordinated stage.From the imbalance state of economic development to the imbalance state of ecological environment,and from the change of the whole time dimension,there is no obvious regional spatial difference.Based on the characteristics of ecological environment management and economic development in the Yangtze River basin,this paper analyzes the current dilemma of the coupling and coordination mechanism of ecological environment and economic development in the Yangtze River economic belt from three aspects of ecological culture consciousness,ecological environment cooperation management and industrial development,and further analyzes the four aspects of ecological culture construction mechanism,main driving mechanism and industrial optimization mechanism three ways to improve the mechanism are explored.
