Research On Coupling And Coordination Evaluation Of Eco-environment For Urbanization Economic Development In Beijing-tianjin-hebei Urban Agglomeration

Urbanization,economic and environmental coordinated development is the coordinated development of urban agglomeration of righteousness,and Beijing-Tianjin-Hebei urban agglomeration because of its unique geographical location and characteristics,put forward the higher request,in collaborative development of the Political Bureau of the CPC Central Committee in 2015 by examining the program for the coordinated development of the BeijingTianjin-Hebei region,made clear that its core is the function of the capital of Beijing,orderly organization and the traffic integration of the Beijing-Tianjin-Hebei region,ecological environment protection and industry transfer to upgrade the breakthroughs in key areas take the lead.In Beijing-Tianjin-Hebei region urbanization,economic development and ecological environment is a complex combination of,ignore any coordinated development imbalances,on the one hand,will result in cities in the development of Beijing-Tianjin-Hebei urban agglomeration,however,the low level of coordinated development of the city there are three,smooth development too,has the serious influence to the development of Beijing-Tianjin-Hebei urban agglomeration as a whole,so scientific and estimate the coupling coordination degree of three systems,to grasp the coordinated developing problems with a short board,to further promote the development of Beijing-Tianjin-Hebei urban agglomeration is of great significance.Green development theory,sustainable development theory is presented in this paper,on the basis of economic development theory and system theory research,the first in this paper,the Beijing-Tianjin-Hebei urban agglomeration of urbanization,economic development,the three aspects of ecological environment development present situation,and then from the economic urbanization,population urbanization,space urbanization,social four aspects to build the index of urbanization evaluation Beijing-Tianjin-Hebei urban agglomeration of urbanization development level;The index system is constructed to evaluate the economic development level of Beijing-Tianjin-Hebei urban agglomeration from three aspects of economic scale,economic vitality and economic structure.The index system is constructed from three aspects of ecological pressure,ecological elements and ecological governance to evaluate the ecological environment.Based on the evaluation results,the coupling coordination model was used to calculate the coupling degree and coupling coordination development level of urbanization,economic development and ecological environment in Beijing-Tianjin-Hebei urban agglomeration.The empirical study finds that: in terms of urbanization,the urbanization development level of Beijing-Tianjin-Hebei urban agglomeration presents an upward trend on the whole,and Hebei Province has the most obvious development trend and some breakthroughs have been made.In terms of economic development,the development trend of Beijing and Tianjin is basically flat within the research range,while the development level of Hebei has been greatly improved,but the level is low and the gap is obvious.In terms of ecological development,the overall trend is positive,and the ecological response is the best.From the perspective of coordinated development,although Beijing and Tianjin have a high level of coordinated development,their development trend is not obvious,while most cities in Hebei are in the stage of low level coordinated development,but there is an obvious upward trend.According to the empirical conclusion,in the aspect of urbanization,it is proposed to increase the radiation role of Beijing and Tianjin,establish the mutually beneficial link between cities,make up for the short board of coordinated urban development,and give full play to the comparative advantages of cities.In terms of economy,the author proposed to strengthen the optimization and upgrading of industrial structure,establish a reasonable industrial division of labor layout system,and in terms of ecology,he proposed to strengthen urban environmental protection and pollution control,improve ecological benefits and other suggestions to promote the coordinated development of Beijing-Tianjin-Hebei urban agglomeration.
