Research On Problems And Countermeasures Of Water Pollution Collaborative Governance In Dafeng Economic Development Zone Of Jiangsu Province

With the development of economy and society,environmental pollution is becoming increasingly prominent.In particular,the water pollution affects the public health,the attraction of projects,and restricts the development of regional economy and society.Since the 18 th National Congress of the CPC,Dafeng Economic Development Zone has actively responded to the call of the CPC Central Committee,accelerated the construction of ecological civilization,practiced the concept of "two mountains",deeply fought the battle of pollution prevention and control,closely focused on the core goal of improving water environment quality,and actively carried out water pollution control in accordance with the principle of "only better,not worse".Through information data collection,field investigation and interview,it is found that the water pollution problem in Dafeng Economic Development Zone is still relatively serious.Regional water environment is a typical public good,which is non-exclusive and non-competitive.Water environment territoriality is not clear,which is prone to "free riding" leading to negative externalities and forming the "tragedy of the Commons" discussed by Harding.In this regard,Dafeng Economic Development Zone has accelerated the collaborative treatment of water pollution by establishing inter-departmental collaborative organizations,formulating collaborative systems and norms,sharing and opening information,and forming multi-subject cooperation.Through the three years of efforts from 2019 to 2022,the quality of water environment has been significantly improved,with more coordination and interaction among various parties,and the awareness of ecological civilization and protection within the region has gradually increased.However,there are still problems such as imperfect long-term mechanism of multi-agent collaborative governance,difficult decision-making and implementation of multi-agent collaborative governance,unformed incentive mechanism of multi-agent collaborative governance,unestablished regulatory mechanism of multi-agent collaborative governance,and weak participation of social subjects in collaborative governance.It is analyzed that the reasons lie in the imbalance of powers and responsibilities of various subjects,the imperfect system and infrastructure,the dominant role of the government in the collaborative governance,the difficulty of fund guarantee in the collaborative governance,and the lag in the construction of the sharing platform in the collaborative governance.In view of this,we should improve the long-term mechanism of multi-agent collaborative governance,build a solid regulatory mechanism of multi-agent collaborative governance,improve the guarantee system of multi-agent collaborative governance,form an incentive mechanism of multi-agent collaborative governance,and build an information platform of multi-agent collaborative governance.
