Research On Urban Water Pollution Control From The Perspective Of Collaborative Governance

With the acceleration of China’s urbanization process and social transformation and upgrading,cities carry a large number of non-point source water pollution such as production wastewater and domestic sewage.Therefore,we need to accelerate the construction of ecological civilization and promote the common development of economy and environment.In recent years,China has paid more attention to the water pollution problem year by year,and the capital has also been tilted year by year.All levels have increased manpower,material resources and financial resources to carry out the water pollution prevention and control work,but the water pollution problem has not been completely solved.In recent years,major water pollution incidents have been shocking,from the "Huaihe River water pollution" that caused millions of people to use water shortage to the "cancer village".Regular water pollution incidents have slowed down the urban process,restricted urban development,and damaged the safety of people’s lives and property.With the gradual improvement of urban residents’ living standards,they have higher requirements for the living and development environment,and the "need for a better life" for urban water bodies is even stronger.However,we must be soberly aware that the water environment protection and management work has a long way to go,and winning and fighting the tough battle against water pollution is a lasting work.The CPC Central Committee with Comrade Xi Jinping at its core attaches great importance to and vigorously promotes ecological progress,in particular putting water environment governance in a prominent position in ecological progress.Through the construction of a diversified water pollution control system and joint governance,a government-led,market cooperation and public participation governance mode is formed,to achieve a good situation of joint participation of various multiple subjects.At present the domestic research on water pollution control mostly focused on river basin water pollution,for urban water pollution collaborative governance research is blank,water pollution control is limited to the end of the governance and government governance,but no individual,whether the public sector or private sector,can on the basis of their own knowledge to fully solve the comprehensive,dynamic and diversified problems of water pollution,single governance subject is facing a dilemma.In terms of management,there is still how to make up for the lack of research on technical level and resource optimization and integration through management.What we should consider is how to use new research methods and governance thinking to change the traditional treatment mode of water pollution.In the early stage,through the research and sorting of domestic and foreign water pollution treatment,focusing on collaborative treatment,with the help of collaborative treatment theory,we should first start from the main treatment measures of domestic water pollution at present,and analyze and find out the single treatment of water pollution.In the medium term,field research,literature research,case analysis and other research methods were used to take G city in Jiangsu Province as an example to investigate the water pollution control mechanism in G city from the perspective of collaborative treatment.Through G city case analysis,with the help of integrity governance theory and collaborative governance theory,from the government main body,market main body and social main body three direction analysis,find out the problems existing in water pollution control in our country is mainly government governance system is not perfect,lack of collaboration,collaborative governance system loopholes and information asymmetry weakened long-term effect.Through collaborative governance theory of government leading mechanism,responsibility sharing mechanism,cooperation power mechanism,information sharing mechanism four mechanisms study the cause of the problems of water pollution coordination is play a leading role in poor external environment,the lack of synergistic power between multiple subjects,"horizontal,vertical" linkage mechanism is weak,information sharing mechanism is imperfect failed to maintain the long-term collaborative results.After preliminary and medium literature research,field research and case analysis,the author provides a good external environment by improving the mechanism and playing the leading role of the government;establishes the "horizontal and vertical" linkage mechanism,and makes constructive suggestions to solve the shortcomings of water pollution control.
