Since the 18 th National Congress of the Communist Party of China(CPC),ecological civilization construction has been included in the overall "Five in One" layout,which is an important part of the coordinated "Four Comprehensives" strategic layout.The report of the 19 th CPC National Congress of the Communist Party of China regards pollution prevention and control as one of the three major battles to win the decisive victory in building a moderately prosperous society in all respects.The fourth and fifth plenary sessions of the 19 th CPC Central Committee both put forward new requirements and expectations for social governance and pollution control.As one of the "three battles" of pollution control,the importance of water pollution can be clearly seen.The water resources in Yancheng City are barely balanced between supply and demand,but the water environment has been polluted in different degrees,to a certain extent,endangering people’s production,life and personal health.Taking C Town,Yancheng City as a sample,this thesis uses the public goods theory,the new public management theory and collaborative governance theory to investigate the current situation,governance measures and governance effectiveness of water pollution in C Town of Yancheng City,analyses the problems of water pollution control in C Town,such as weak water pollution control ability,poor governance effect,local governments follow his own policy,poor coordination of various governance tools,insufficient social and market to participate,and water environment damage caused by rapid rapid economic development,and puts forward the basic ideas and countermeasures for improving water pollution control in C Town: perfect the relevant laws and regulations,strengthen the management of river basin;give full play to the government’s own responsibilities and increase capital investment;change the thinking of local economic development,encourage enterprises to carry out transformation and upgrading;guide market participation,smooth channels of public participation,and build a participation platform.There are 1 figure,3 tables and 70 references in this thesis. |
