| As an important achievement of ecological restoration work,ecological restoration products are also typical representatives of high-quality ecological products,and their value realization research is of great significance for the continuous promotion of ecological restoration.The process of promoting the value realization of ecological restoration products is a vivid manifestation of the transformation of "green waters and green mountains" resources into "golden mountains and silver mountains" after being capitalized.Xingguo County,as one of the first pilot counties in the province to promote market-oriented ecological restoration of mines,has carried out the ecological restoration project for abandoned mines in Dongcun Township in recent years.Through governance,6 potential geological hazard points in the area have been eliminated,more than 40 mu of arable land has been newly added,and more than 420 mu of forest land has been cultivated.The ecological system has been rapidly restored,and the ecological environment has been significantly improved,realizing the transformation from "ecological scars" to "green water and clear mountains".Therefore,based on the results of field research,case analysis,and questionnaire analysis in three typical ecological restoration areas and ecological product value realization pilot areas,this article first explores the possible difficulties in realizing the value of ecological restoration products,and finds that the difficulty in pricing ecological restoration products directly affects the subsequent value realization process.Therefore,this article classifies the ecosystem types of Xingguo County and constructs localized accounting indicators.It comprehensively uses the market price method,alternative cost method,and hypothetical market method to calculate the total production value of the three functional ecosystems of Xingguo County in 2022: material product provision,regulatory services,and cultural services,and spatializes them through a grid.The material products include direct utilization and transformation,seven regulatory services,and one cultural service.On this basis,the ecological restoration area of Dongcun Township,Xingguo County,was selected as the research object to calculate the GEP value changes before ecological restoration,extract the results of global accounting in 2022,and compare them to show the effectiveness of ecological restoration.Finally,it attempts to propose the value realization mechanism and path of ecological restoration products to assist in the value realization of ecological restoration products.The main conclusions drawn from this analysis are as follows:(1)In 2022,the total ecosystem production value of Xingguo County reached53.761 billion yuan,with a per capita value of 62600 yuan,2.23 times the local GDP of that year.Among them,the value of physical products reached 5.933 billion yuan,accounting for 1.45% of the total value;The value of regulatory services accounted for the largest proportion,reaching 97.98%,and the value of cultural services was 2.28 billion yuan.Xingguo County has a large amount of forest land and high vegetation coverage,and the GEP accounting results reflect the enormous ecological potential of the local area.(2)The GEP value of the abandoned mining area in Dongcun Township,Xingguo County has greatly changed before and after the ecological restoration.The total ecosystem production value in the area before the ecological restoration was RMB10.0187 million,and the total local GEP value after the restoration was RMB 62.64 million,an increase of RMB 52.6213 million.Regulation services are the main body of the local ecosystem’s GDP before restoration,among which oxygen release services play a role in maintaining ecosystem stability,with a value of 8.316 million yuan,followed by climate regulation and carbon sequestration services,accounting for a total of 16.02%;The value of water conservation,flood regulation and soil conservation services is relatively low.The restored cultivated land has restored some production functions,bringing 6.9129 million yuan of income to the local area,and the value of local landscape and recreational functions has reached 2.6566 million yuan.The value of local ecological restoration material products is 6.9129 million yuan,the value of ecological restoration cultural services is 2.6566 million yuan.Among the ecological restoration and regulation service products,the value of climate regulation services is19.7776 million yuan,the value of oxygen release is 7.34 million yuan,the value of carbon sequestration is 6.9106 million yuan,the value of water conservation is 3.8186 million yuan,the value of soil conservation is 2.4752 million yuan,and the value of flood regulation and storage is 2.766 million yuan.The benefits of different service value increments as ecological restoration projects can be used as the pricing basis for ecological restoration products in the ecological restoration area of Dongcun Township,Xingguo County.(3)Through field research,questionnaire survey,and case analysis in Zixi County conducted in Xingguo County,Yongxin County,and Xunwu County in the early stage,combined with the GEP accounting results of Xingguo County and Dongcun Township,this article proposes that the value realization of ecological restoration products includes two aspects: mechanism and path.In the face of the problems existing in the ownership,supply,and trading of ecological restoration products,this article proposes that the introduction of ecological rights through the "three rights division" of forest rights and rural collective land can be used to clarify the ownership of property rights,and the successful experience of carbon emission rights trading markets can be used to build a market mechanism for realizing the value of ecological restoration products. |
