Study On The Value Accounting And Realization Path Of Lake Wetland Ecological Products

Faced with the contradiction between environmental protection and economic development,General Secretary Xi Jinping put forward the important exposition that "clear waters and green mountains are as valuable as mountains of gold and silver" to expound their dialectical unity relationship.In 2021,the General Office of the CPC Central Committee and the General Office of the State Council issued relevant policy documents on how to effectively establish and improve the realization of the value of ecological products,which became the core factor of the transformation of the two mountains.However,due to the non-exclusive and non-competitive characteristics of ecological products,there are problems such as vague definition,difficult to quantify value accounting,and free possession,which seriously restrict the process of realizing the value of ecological products.Taking Tengchong Beihai Wetland as the research object,this paper has collected and sorted out relevant data through UAV aerial photography,questionnaire survey,field survey,etc.,discriminated and analyzed the concept,list and value indicators of lake wetland ecological products,calculated and analyzed the value and changes of Beihai wetland ecological products,and explored the role of franchise in the realization of the value of lake wetland ecological products,Based on the Shapely value,the income distribution of Beihai wetland ecological product franchise is analyzed,and the Beihai wetland ecological product franchise framework is proposed,which provides practical basis and policy reference for the research on the value realization of lake wetland ecological product.The following conclusions are drawn through research:(1)In recent years,the area of Beihai wetland water and floating blanket has been increasing,the overall ecological environment has been continuously improved,and the value of ecological products has been increasing.(2)The value accounting indicator system of Beihai wetland ecological products includes 3 functional categories,15 ecological products and 22 accounting indicators.The total value of Beihai wetland ecological products in 2022 is 27708409 million yuan.(3)Based on the real estate premium near the Beihai Wetland,the landscape value of the Beihai Wetland ecological products is calculated to be 822 million yuan,which comprehensively reflects the value of the lake wetland ecological products.(4)The distribution of the income of ecological products in Beihai wetlands should be distributed according to the contribution of the factors involved in production,and be carried out in the form of proportional distribution,and the distribution ratio should focus on the influence of ecological product attributes and tilt towards the owners of ecological products.(5)The franchising agreement framework should strengthen the characteristics of ecological products,specifically grant the subject and the licensee,clarify the protection responsibilities,and give consideration to public and economic objectives.(6)The franchise period of Beihai wetland ecological products should be set at about 10 years,and the scientific delimitation of the core zone,buffer zone,experimental zone and premium zone should be comprehensively considered,so as to reasonably determine the income proportion of the owners of ecological products.
