The Evaluation And Influencing Factors Of Rural Ecotype Public Goods Supply Efficiency In Anhui Province

Ecological environment is the foundation of human survival and development,and the foundation of national sustainable development.In recent years,China has attached great importance to ecological environment protection.As a severely damaged ecological area,the supply efficiency of ecological public goods has increased year by year in the context of rural revitalization and development,which has played a certain role in promoting the protection of rural ecological environment and the optimization of sustainable development of human settlements.However,as a special form of public goods,ecological public goods in rural areas are not provided with sound supply mechanism,single supply subject,insufficient total supply,and unbalanced supply structure,which also seriously restrict the improvement of their supply efficiency and are difficult to benefit the majority of villagers.In light of this,Anhui Province serves as the focus of this thesis’ s investigation,evaluates the supply efficiency of its rural ecological public goods,and makes attribution analysis on the factors affecting the supply efficiency,in order to explore the supply path to improve the rural ecological public goods.On the basis of defining the core concepts of ecological public goods,supply efficiency and so on,under the guidance of public goods theory,supply and demand theory,externality theory and dual economic structure theory,the study studies the supply status of ecological public goods in rural areas of Anhui Province from the supply subject,supply mechanism and supply mode.The research shows that at present,the supply of ecological public goods in rural areas of Anhui Province takes governments at all levels as the main supply body,while cooperating with enterprises as the main body of investment planning,and actively building a grass-roots autonomous network with village collective and villagers as one of the main supply bodies.The supply mechanism adopts a "top-down" supply mechanism and a "one matter,one discussion" decision-making system;The supply of ecological public goods in rural areas is often a conventional supply mode of "package" allocation or item-by-item declaration.There are problems in the structure of supply products,such as "valuing hard products over soft ones" and "valuing quasi-pure products over pure ones".In order to objectively evaluate the supply efficiency and influencing factors of rural ecological public goods in Anhui Province,this paper constructs the government supply efficiency model and the government supply efficiency motivation model for empirical analysis.The empirical results show that the supply efficiency of rural eco-type public goods in 55 sample counties of Anhui Province is generally low,the horizontal supply efficiency is 0.494;From the part of urban areas in the sample counties,we can see that the supply efficiency of ecological public goods in Hefei and villages in southern Anhui with a high level of economic development is higher than that in the relatively poor villages in northern Anhui.From the attribution analysis of the factors affecting the supply efficiency of rural eco-public goods in Anhui Province,it can be seen that the development of rural collective economy,the development of eco-tourism economy,the disposable income of villagers,the resident population,the number of village groups,the number of shuttle buses and the supply efficiency of rural eco-public goods have a significant positive correlation;The proportion of poor people,the distance between villages and counties,and the proportion of labor loss have a significant negative correlation with the supply efficiency of rural ecological public goods;There is no significant statistical difference between the rural geographical scale and the supply efficiency of rural ecological public goods.Based on this,the research combines the deficiencies and empirical analysis results of the supply of ecological public goods in rural areas of Anhui Province,and aims to increase the total supply and broaden the financing channels;Highlight government functions and improve grass-roots governance;Develop industrial economy and reduce labor outflow;Promote the marketization of rural ecological public goods supply and put forward countermeasures and suggestions to improve the efficiency of rural ecological public goods supply in Anhui Province.It is hoped that the study can take Anhui Province as a window,and provide more reference for the supply of ecological public goods in China’s rural areas,as well as supplement the research results in this field.
