Analysis The Factors Of The Supply Of Public Goods For Managing The Rubbish In Rural Areas Based On IAD Framework

At present, with the development of our cities, we begin to govern the living rubbish in cities, achieving the effective supply of public goods, making the urban environment improved. In contrast, in China's rural areas, with the increasing gap between urban and rural areas and the existence of urban-rural dual structure, the problem of living rubbish is more and more highlighting, one of the most important reasons is that the supply of public goods for governing living rubbish is lack. Since proposed construction of new countryside, solve environmental problems of rural life is gradually put on the agenda, and take the "clean and tidy village" as a major new goal of rural development. In order to improve rural living environment, and make the governance of rural living rubbish effective, it is necessary to analysis the causes of insufficient supply of public goods, in order to address the root causes of rural living rubbish problem, it is because that the public goods for governing rural living rubbish are necessary.Firstly, this paper introduces the research background, purpose, meaning, the main contents and research methods. Secondly, collate and summarize the status of rural living rubbish pollution, reasons, the supply of public goods and the treatment and the status of the supply of public goods of rural living rubbish in foreign rural areas, then describe the theoretical basis for researching the supply of the public goods for rural living rubbish, including the theory of public goods, sustainable development theory, institutional analysis and development,with the institutional analysis and development framework. Thirdly, by means of the institutional analysis and development framework, analysis the factors which influence the supply of public goods for rural living rubbish from various aspects in the theoretical, in order to completely master the intern al factors and external factors which influence the supply of public goods for rural living rubbish. Finally, based on the research study of Yixing City and Yancheng City Jiangsu Province, anglicizing the status of rural living rubbish governance, the status of the supply of the public goods, the actions of the village committee and villagers, village characteristics and governance institutions with descriptive statistical system and measurement model, then analysis the factors which influence the supply of public goods for rural living rubbish in fact.Through analyzing the questionnaire survey, this paper gets following conclusions:the first, between the villagers and the village committees there is lack of the necessary communication, demand expression mechanism is imperfect, so the villagers can not fully participate in the supply of public goods of the governance of rural living rubbish; Second, the supply mode of the supply of public goods of the governance of rural living rubbish is single, it is lack of a wide range of communication and coordination, then makes the supply mode of the supply of public goods of the governance of rural living rubbish low efficiency or missing; Third, the per capita satiations of the village'(positive), the share of other public construction investment in total public construction investment (negative), the village's population density (positive) all the three characteristics of the villages will influence the supply of public goods for rural living rubbish; Fourth, China laws and regulations on environmental protection and environmental governance system are not perfect, these are also the reasons of the insufficient supply of public goods for rural living rubbish.
