Research Of Domestic Waste Disposal In Rural Area Based On The Perspective Of Quasi-Public Goods

In recent years, big changes have taken place in China’s rural area, although theeconomy improvement is prominent, the environmental pollution has become a bigproblem: growing domestic waste with even more complicated component; however themanagement is still unreasonable. Moreover residents dump and litter everywherecausing serious pollution to the rural air, water and soil, which also influence the qualityof agricultural products and the health of local inhabit. Seeing that, how to deal withdomestic waste pollution has become a major and urgent issue.According to the current situation of domestic waste in rural areas, this paperapplies economic theory of quasi-public goods, externalities and other related theoriesthrough different participation body angles to discuss the deep-seated reasons for theproblems of rural domestic waste by methods of game theory. On this basis，this paperaims at exploring the innovative mode of operation for rural domestic waste，and then itcombines principles of econometrics with typical cases to support the conclusion.Finally, it proposes the relevant policies and suggestions to improve the efficiency ofdomestic waste disposal. It provides a theoretical basis and empirical data to protect andimprove the rural environment，even to better implement the scientific concept ofdevelopment and to build a new socialist countryside.Firstly, the paper summaries the relevant literatures of rural domestic wastedisposal，which summarize the current limitations of this study and put forward themain innovations. Then, it analyzes current situation and problems of domestic wastedisposal in rural area. The existing problems of rural domestic waste and thephenomenon of insufficient supply are mentioned based on investigation and studies onthe spot. Meanwhile, this paper explains the causes of the predicament of rural domesticwaste disposal from the residents，market and government by using the application ofthe theory of quasi-public goods, externalities，evaluation system and other relatedtheories. After that，it explores operation mode of rural domestic waste disposal basedon the perspective of the quasi-public goods and tries to solve the problems of fundingand supply. This paper puts forward that both public finance and disposal fee providethe funding of rural domestic waste disposal based on the characteristics of quasi-publicgoods，and analyzes the necessity and feasibility of the system of charges on ruraldomestic waste disposal though theory and empirical. Then， it considers theintroduction of market mechanisms under the premise of adequate funding，proposes a mode of public-private cooperation on the supply of rural domestic waste disposal，andbuilds a pricing model based on that mode，and confirms the accuracy by therepresentative rural. Lastly，it proposes specific suggestions to improve the efficiency ofrural domestic waste disposal:sound laws and regulations of rural domestic wastedisposal；perfect charge system of rural domestic waste disposal；improve marketmechanisms of rural domestic waste disposal；establish evaluation and regulatorysystem of rural domestic waste disposal.There are several innovations in this paper:1.It conducts a special study of ruraldomestic waste disposal based on the perspective of the quasi-public goods.2.Itconfirms the feasibility of charge system through the empirical analysis.3.It presentsinnovative mode of public-private cooperation，and builds a pricing model based on thatmode.
