The Research On The Performance Evaluation Index System Of Ecological Public Goods In Xichong County

With the deepening of reform and the transformation of economic development mode,China is paying more and more attention to ecological civilization,and the performance evaluation of the supply of ecological public goods has become an issue which the government and the public are becoming more and more concerned about.Although there are some performance evaluation index system of ecological public goods,however,there are many problems in these index systems,which cannot meet the requirements of performance evaluation of ecological public goods.On the one hand,according to the theories of the Public Economics and the Public Management,it is necessary to evaluate the performance of ecological public goods.On the other hand,according to the actual situation in Xichong county,and the reform of government institutions,it is also necessary to establish a performance evaluation index system for ecological public goods supply of Xichong county.Therefore,based on the theory and practice,the paper establishes the performance evaluation system of ecological public goods in Xichong county,so as to solve the problem of the lack of reasonable index system.The establishment of the index system,which is beneficial to scientifically evaluate the level of ecological public products supply performance of Xichong county,find the problems existing in the ecological public goods supply,improve the level of Xichong county of ecological public goods supply performance.At the first,the paper discussed the relevant background and the purpose and significance of the research,described the research trends at home and abroad.Then it expounded the theory of the Public Economics and the Public Administration.Then the method and characteristics of the performance evaluation of ecological public goods was compared.The evaluation index system for the supply performance of ecological public goods is established by the "3E" standard method and the bench-marking management evaluation method and the "cost-volume-efficiency analysis" analysis method and the analytic hierarchy process.Then the paper introduced the basic situation of Xichong county,andanalyzed the problems existing in the supply of ecological public goods of Xichong county,and the necessity of establishing the evaluation index system of ecological public goods supply in Xichong county was explained.Then,the value orientation,selection principle,classification of evaluation index and weight are determined.The performance evaluation index of ecological public goods supply system of Xichong was set up.Finally,the index system is used to evaluate the performance of ecological public goods in Xichong county.
