A Study On Environmental Public Goods Supply Models Of China

With the high-speed economic development of China, environmental situation in many respects is gradually deteriorating. Especially China is in the process of urbanization, large numbers of the rural population rush into urban, causing the surging of urban population, and the environmental issues have become increasingly prominent serious.With the rising of people's living standards, the environmental issues have become more and more prominent, it attracted more and more attention.The purpose of this paper is to find an environmental public goods supply mechanism which suits China's national condition, comparing with several different modes of environmental public goods supply.First introduced the definition of public goods, and then detailed analysis the characteristics of environmental public goods, and it also gives a classification on different levels.And then study the supply of environmental public goods in two parts. Deeply discuss the supply of the environmental public goods with the tool of game theory model, and point out the way to the lack of environmental public goods supply is diversify. Then a more detailed and systematic discussion of the environmental public goods is given in three ways: the government supply, the third group of environmental protection and market supply. Pointing out the circle of every kinds of supply, and the advantages and disadvantages of each. More focus is put on the market supply of environmental public goods.Another part of my research is of more practical significance, but not through several models presented above. The transboundary water pollution werediscussed with a model, pointed out the key issue which is the character of the public resources and the lack of external market mechanism of transboundary water. And then discuss the water property right of trans-regional,with the example of water rights transactions between Yiwu of Zhejiang and Dongyang, and get the general trading rules of water property right between different regions.Lastly, with the basis of the above analysis, and give some specific recommendations about the improving of the supply of environmental public goodsof our country.
