Study On Rural Environmental Pollution Based On Public Goods Supply

In recent years,rural environmental problems have become more and more serious,which directly threatens the health of hundreds of millions of rural population and presents some new features and manifestations.In recent years,rural environmental problems have become more and more serious in rural areas.With the rapid development of rural economy,the level of urbanization in rural areas accelerated,while township enterprises are also rapid development and growth,leading to deterioration of the rural ecological environment intensified.One of the most important reasons for the deterioration of the rural environment is the serious shortage of public goods supply in rural environmental pollution control.Rural environmental pollution problems intensified,the rural population living environment deterioration,health is threatened,and disputes frequently become a discordant social factors.Based on this,we should take some measures to deal with this problem.Based on the analysis of the causes of environmental pollution in rural areas and the reasons of the difficulties in governance,this paper focuses on the impact of the shortage of public goods on rural environmental pollution control.Draw lessons from domestic and foreign experience from the perspective of public goods supply to solve the problem of rural environmental pollution,to build China’s rural environmental protection system of public goods supply policy recommendations.In the article structure arrangement,this paper first introduces the research background and significance,and then uses the literature review method,the combination of theory and practice and other research methods,a large number of relevant literature at home and abroad,define the concept of public goods and organize the theoretical framework;The actual situation of rural areas in China,the details of the current rural environmental pollution from the aspects of agricultural production,changes in farmers’ lifestyles,the development of rural township enterprises,the transfer of urban pollution to rural areas.After analyzing the difficult reasons of rural environmental pollution control,the main causes of rural environmental pollution are as follows: the negative externalities of environmental pollution,the existence of urban and rural dual structure,the long absence of rural environmental supervision,the shortage of supply of rural publicgoods.Clarify the importance of public goods in rural environmental pollution control.This paper analyzes the current situation of insufficient supply of rural public goods,inefficiency,lack of supervision,supply of the main body,shortage of funds and the shortage of supply of public goods in rural areas.It is pointed out that increasing the supply of rural public goods is the basic project of new rural construction.Narrowing the gap between urban and rural areas,increase farmers’ income,building a harmonious society is of great significance.By drawing lessons from the successful experience of supply of rural public goods both at home and abroad,and combining with the actual situation of rural areas in China,we put forward a perfect supply system of rural public goods for the existing problems in rural areas of our country: that is,to coordinate the supply of public goods in urban and rural areas and reduce the gap between public goods supply,Improve the rural public goods supply system and effective supervision,the implementation of "top-down" financing mechanism and the "bottom-up" decision-making mechanism.The implementation of diversified supply of the main,multi-faceted financing rich supply funds.Establish a scientific and efficient rural decision-making mechanism,increase the central and local government investment in rural public goods,urban and rural integration of public goods supply system.
