Research On Grass Roots Government Promoting The Value Realization Of Ecological Products

Since the 18 th National Congress of the Communist Party of China,the central government has always attached great importance to the construction of ecological civilization.The 19 th National Congress of the Communist Party of China included "Lucid waters and lush mountains are invaluable assets" in the Party Constitution.At the same time,it is clear that the contradiction between the people’s growing need for a better life and the unbalanced development has become the main contradiction in China.Ecological problems ultimately determine the process of building a beautiful country,people’s demand for ecological products,and also the demand for a better life.At present,the supply of ecological products is far from meeting the daily needs reflected by the broad masses of the people.For this reason,the investigation and research on promoting the value realization of ecological products by the grass-roots government has been carried out,which is not only conducive to promoting the innovative implementation of the green development concept of "Lucid waters and lush mountains are invaluable assets" at the grass-roots level,but also conducive to promoting the process of beautiful China,and helping the grass-roots level to change the mode of production and lifestyle and achieve common prosperity.The research on promoting the value realization of ecological products by grass-roots government departments has rich connotations for China to strengthen the construction of ecological civilization,give full play to ecological dividends and implement the green sustainable development strategy.It is conducive to creating a harmonious coexistence environment between man and nature.At the same time,the scientific and green transformation from "green mountains and green waters" of natural ecology to "golden mountains and silver mountains" of economic society has been completed through specific value realization methods.It has pointed out a scientific and green development road for the counties and cities with rich ecological resources but relatively lacking other resources to further promote grass-roots economic and social development,strongly promoted the all-round revitalization of China’s rural areas,provided assistance for the realization of common prosperity,and accelerated the new journey of socialist modernization with Chinese characteristics.This paper consists of four parts.From the perspective of combining theory with practice,this paper focuses on the basic problems in promoting the realization of ecological product value by grass-roots governments,and systematically analyzes the basic meaning and characteristics of ecological product value,including the basic theory,restrictive factors,process and mechanism of promoting the realization of ecological product value by grass-roots governments.Taking Yunhe County,Zhejiang Province as an example,this paper analyzes the present situation,measures,achievements and problems of Yunhe County,which is the main economic department in the southwest of Zhejiang Province,in promoting the realization of ecological product value,finds out the root causes of the problems,and finally puts forward the concrete improvement countermeasures of grass-roots government in promoting the realization of ecological product value.At the grass-roots level,the government should first calculate the value of the ecological products within its jurisdiction,and then from the perspectives of the government itself,market players and people,the grass-roots government should formulate targeted policies and measures for ecological material products,ecological cultural service products and ecological regulation service products,such as implementing the eco-label system,developing clean energy,ecological compensation,eco-tourism,government purchase and transfer payment.Taking Yunhe County,a mountainous county in Zhejiang Province as an example,this paper has carried out an exploratory and in-depth study on the mechanism of promoting the value realization of ecological products by grass-roots governments.However,there are still some shortcomings due to subjective and objective reasons,so please criticize and correct me.
