Research On Government Actions In Promoting The Development Of Ecological Industry In Taishun County,Zhejiang Province

Ecological industry comes from traditional industry,which is a new type of industry derived from people’s awareness of ecological protection.The development of ecological industry,as the link between urban and rural areas at the present stage of our country and the link between the first,second and third industries,plays a vital role.The 19 th National Congress of the CPC put forward the development concept that "green water and green mountains are as good as mountains of gold and silver." It also opens the door of a new era for the development of ecological industry.Eco-industry has attracted more and more attention of local governments in China.Local governments regard eco-industry development as a new engine to drive local economic development.In Zhejiang Province,the birthplace of the theory of two mountains,the development of eco-industry is closely related to the behavior of local government.In the crucial period when the Xiaokang will be fully built by2020,it is urgent for backward regions to promote economic development by developing ecological industries.Whether local governments should,in the process of developing ecological industries,what kind of responsibility,what kind of role and what kind of strategy should be taken by the government behavior is a problem worthy of deep study.Based on the theory of sustainable development and the theory of public goods,this paper studies the effect of government action in promoting the development of ecological industry in Taishun County,by Literature Review,Empirical Study,Comparative Study and Case Study,this paper makes a comprehensive study on the development of ecological industry in Taishun County.Based on the in-depth investigation and analysis of the current situation and government behavior in promoting the development of eco-industry in Taishun County during the period fifteen,and through the study of the Netherlands and Germany,the relevant experience and practices of the governments of Yunnan Province,Suzhou of Jiangsu Province and Anji County of Zhejiang Province in developing ecological industries,the experience and enlightenment of the government’s behavior in the aspects of administrative decision-making,administrative coordination,plan implementation,administrativesupervision and so on.Therefore,the countermeasures and suggestions for optimizing government behavior in developing ecological industry in Taishun County in the future are put forward,that is to say,the administrative organization behavior of developing ecological industry should be accurate and effective,the Macroeconomic regulation and control behavior should be scientific decision-making,the administrative supervision and guidance should be more perfect,the administrative input should be further strengthened,and the public service behavior should be promoted step by step.
