| Yanling County of Henan Province sticks to the development of nursery stock economy and follows the paths of green development and ecological strategy with “flowers and trees to hold up tourism,tourism to prosper the third industry,the third industry to cultivate culture”,so as to make ecological civilization achieve new level.This thesis makes an attempt to sort out its exploration path of development and find out its successful connotation,so as to verify the correctness of the scientific conclusions of General Secretary Xi Jinping’s "five systems" of ecological civilization with grassroots practice,as well as inquire the foothold of county ecological civilization construction and collaborative governance system,thereby to differentiate and analyze the coherence point of grassroots governance system and governance capability innovation in the process of ecological civilization construction.As far as the author concerned,if seeking a successful example of the organic combination of the scientific guidance of central top-level design and the breakthrough of county grassroots practice,Yanling is a good model.This research attempts to demonstrate firm exploration and responsibility of China that firstly proceeds ecological civilization construction in a county-level through a small example of the implementation and advancement of the specific work of ecological civilization construction of a county-level local government.The successful example of Yanling County corroborates the programmatic significance and historical influence of General Secretary Xi ’s speech at the National Eco-Environmental Protection Conference.The construction of county ecological civilization system not only has economic benefits,but also has social efficiency and political effectiveness.It is traced from a theoretical perspective to provide a clear vane for accelerating the construction of county ecological civilization systems,and to provide theoretical reference for county ecological civilizationconstruction,as well as to provide academic support with practical test value for the advancement mode of ecological civilization in county areas in China. |
