Study On The County-level Government Responsibility Of County Green Development In Hunan Province

It is an important task to promote the modernization of national governance system and governance ability,and it is also a new topic in front of the times.To promote the modernization of the governance system and governance capacity in the field of ecological civilization construction is one of the issues in the realization of the new governance concept.It is the key to effectively change the government’s functions and clarify the government’s responsibilities.To establish a reasonable ecological civilization system is the starting point,and to constantly improve a good green development system is the guarantee.This study is also based on this starting point,taking the county government as the research object,to explore the theory and practice,in order to promote the practice of ecological civilization construction at the county level in China.County development strength and county government guidelines have a certain impact on the green development of the county.The imperfect functions of county governments,imperfect institutional systems,and weak participation of social forces will hinder the green development of the county.At the present stage,the overall green development of ounty shows an unbalanced state.In some places,social and cultural development and ecological environment developmenthave been neglected for a long time.Environmental pollution problems are bec oming increasingly serious.The emergence of these problems seriously re stricts the scientific and healthy development of local economy,which i s not in line with the concept of green development.In fact,high-quality economic growth is to achieve the integration of primary,secondary and tertiary industries,thereby increasing the proportion of green economy.Taking the county government of C County as an example,this paper analyzes the existing problems,mainly including that some government departments pay less attention to green development and lack of law enforcement;the overall layout of green development is not perfect;the construction of government green development system is not specific and operational;the ability of county government to turn ecological advantage into economic advantage is insufficient,which is difficult to raise for green development The green development process of county C is affected by the effective guarantee.Through the analysis of problems,the main reasons are that the cognitive concept of green development is relatively backward,the county government coordination and co management mechanism isl ack,and the supervision and restriction mechanism is not perfect.On the basis of the problems and reasons,this paper strengthens the green development consciousness of the relevant subjects by enhancing the green development responsibility consciousness of civil servants and the public’s participation consciousness of green development;reasonably layout the county green development blueprint by promoting the new pattern of green development space,scientifically planning the industrial system,promoting the green transformation of production mode and optimizing the green life development environment Through speeding up the construction of green development system of county government,improving the implementation of green development system of county government,and improving the institutional arrangement of county green development,this paper puts forward the responsibilities of county government in promoting green development.
