Research On The Value Assessment Method Of Ecological Products Under The Government Path

Since the 18th CPC National Congress,the CPC Central Committee has attached great importance to the construction of ecological civilization,and has taken the realization of the value of ecological products as an important starting point to enhance the production capacity of ecological products and improve the level of ecological civilization construction.Under this background,this paper aims to build the theoretical framework system of ecological product asset evaluation under the government path and improve the ability of asset evaluation industry to serve the value realization of ecological products.Literature review method,field research method and case analysis method are adopted.The theoretical framework of ecological product value assessment is constructed,which is guided by the law of value realization of ecological products,based on the identification of ecological product assessment objects,based on the improvement of assessment elements(assessment purpose and value type)and based on the improvement of assessment methods.Through the study,it is concluded that the value of ecological products comes from human labor and natural production of ecological system,and its value composition includes economic value and non-economic value.The value of ecological products is realized mainly through three paths:government-led,market-led and government-market co-led.The value realization way and evaluation factors under the government-led path are analyzed.It is pointed out that the object of ecological product evaluation is the right that can bring continuous and stable economic benefits of ecological products to the right holder.The object of ecological product value evaluation under the government path is mainly the right of ecological compensation,and the concept of compensation value type is put forward.The applicability analysis shows that the cost method under the government path is more applicable.In the replacement cost calculation,the cost of ecological products should be divided on the basis of calculating the total cost of ecological projects.The replacement cost mainly includes ecological restoration cost,construction cost and maintenance cost,and the segmentation idea based on output value method is proposed in the cost sharing.In the calculation of devaluation,the concept of ecological devaluation and the concrete calculation ideas are put forward.In the income method,the difficulty increment of ecological products should be predicted,and the ecological effectiveness evaluation system should be built to adjust the compensation standard.The discount rate should adopt the social diminishing discount rate.The innovation point of this paper is that it is the first time to take the path of realizing the value of ecological products as the guide,take the identification of assessment object,determination of assessment purpose and selection of value type as the premise,and take the improvement of assessment method as the core of the theoretical framework of ecological product value assessment.The types of compensation value applicable to the government path are put forward and explained and defined.The value evaluation model of ecological products based on cost method and income method is constructed.
