Research On The Dilemma And Countermeasures Of Rural Toilet Governance From The Perspective Of Government

As one of the livelihood projects in the implementation of the rural revitalization strategy,the toilet renovation in rural areas is of great significance for improving the rural living conditions,reinforcing the construction of rural civilization and promoting the construction of beautiful villages.Implementing toilet transformation in rural areas not only takes into account various aspects such as rural economy,society,culture and ecology,but also presents a complex and arduous livelihood project.Therefore,it has become an essential fundamental issue in the rural revitalization strategy to address the difficulties and problems encountered in the work on toilet transformation and form relevant experience in toilet transformation,so as to boost the efforts in this regard.Since General Secretary Xi Jinping has repeatedly put forward significant instructions on toilet transformation work in many major occasions,the implementation of toilet transformation in rural areas begins to take on vital significance especially for the rural areas with outdated infrastructure and poor environmental sanitation,and can effectively improve the living conditions of the public,enhance the happiness index of farmers,and thus accomplish the ultimate goal of building a moderately prosperous society in all aspects.Taking the toilet transformation work in County A of Hebei Province as an example and with the introduction of literature research method,comparative research method and survey research method,this article is engaged with the analysis of the five major problems related to ideology,construction quality,toilet transformation technology,fund allocation,and utilization and maintenance encountered in the process of toilet transformation in County A since 2017-2021 by conducting on-site interviews and questionnaires.Furthermore,an in-depth analysis is conducted on the factors affecting the progress of the toilet transformation project such as the lack of villagers’ hygiene awareness,functional departments’ slack supervision,insufficient participation of social capital,lack of leadership attention,and inadequate innovative approach.Finally,suggestions on continuing the toilet revolution are proposed: First,propaganda and education should be strengthened by adopting various approaches to promote the knowledge related to toilet transformation,setting up models of toilet transformation,fostering toilet transformation culture,etc.,to advocate farmers to take active participation in the toilet transformation and deliver proper usage of toilet papers.Secondly,funds should be raised through multiple sources.The funds raised through multiple channels can serve to motivate enterprises and the society as a whole to join the work of toilet transformation,so as to expand the investment scale on toilet transformation.Thirdly,supervision and management should be enhanced.By enhancing the performance supervision over the existing hired third-party operation companies,the service level of these operation companies could be improved.Fourthly,more efforts should be made in technological innovation to strengthen the innovation of existing latrine technology and materials,thus improving the efficiency of harmless disposal of latrine waste and delivering a higher cold-proof index.
