Rural "Toilet Revolution" Under The Background Of Rural Revitalization Investigation And Research

In the context of rural revitalization,the improvement of rural living environment has been gradually paid attention to.The improvement of rural living environment is not only conducive to ecological progress,but also beneficial to people’s health.As an important part of the governance of rural living environment,toilet upgrading is also in full swing.From central to local governments,corresponding policies and new technical requirements are constantly introduced to actively promote toilet upgrading projects,and professional personnel are arranged to organize and carry out toilet upgrading activities.The state has spent a lot of manpower and material resources to carry out the toilet revolution.In stark contrast is the low use of newly built toilets.The high construction rate of rural toilets and the low utilization rate directly reflect the incompleteness of the national toilet renovation project,which has become an urgent problem to be solved in the implementation process of toilet renovation.It is necessary to seek countermeasures through in-depth research and analysis to provide guidance for the continuous and efficient promotion of the toilet modification project.At present,the academic research on the problem of toilet modification mainly focuses on the innovation of toilet modification technology and the necessity of toilet modification,and there is a lack of research on the influencing factors of toilet modification,especially the policy implementation as the leading influencing factor,which is not conducive to the implementation of toilet modification project.Based on this,this paper comprehensively applied literature research method,survey method and data analysis method to explore.Taking Wuhe County,the author’s familiar working place,as an example,this paper conducted a questionnaire survey on the local rural toilet renovation,and obtained data and information through field research.This paper describes and summarizes the current situation of the construction,use,management and maintenance of rural household toilets in Wuhe County,and makes an in-depth analysis and research on a series of problems and the causes of the problems in the implementation of rural household toilets in Wuhe County.On the basis of the analysis,practical countermeasures and suggestions are formed.Through investigation,the author found that in the renovation of household toilets in Wuhe County,there are mainly problems restricting the promotion of the renovation of toilets,such as incomplete policies in the early stage,inadequate implementation of policies for grass-roots personnel,backward fecal pollution disposal technology,farmers’ reluctance to take the initiative to participate in the renovation of toilets,and inadequate management and protection in the late stage.The main reasons for these problems are that the superior policy is not perfect,the technical support at the county level is not enough,the publicity of the toilet is not enough,the superior implementation supervision is not strict,and the long-term management and care is not qualified.In this regard,the following countermeasures are put forward: to strengthen the overall planning and coordination of the whole county and establish the department coordination mechanism;Adhere to the quality of the toilet first,improve the toilet technology;Strengthen publicity and guidance,improve the implementation ability of grass-roots personnel;Improve the technology of fecal pollution treatment and establish a long-term management and protection mechanism.In order to promote the rural toilet work efficient advancement,efforts to make farmers satisfied.
