As China’s urbanization process continues to accelerate,the scale of cities is expanding,and while urban economy and society are flourishing,the sequelae of rapid expansion of urban scale are becoming more and more prominent.The structure of urban systems is becoming increasingly complex and diversified,and the shocks and perturbations faced by cities have become diverse,complex and unpredictable.Focusing on the development of resilient cities and improving their disaster risk coping capacity has become a key issue that needs to be addressed in the current urban development.However,most of the current research on urban resilience development is limited to the empirical evaluation of the urban resilience level,and there is no research that comprehensively examines the relationship between the level of urban resilience development and efficiency,which cannot provide an effective reference for urban resilience development.Based on this,this study forms the research idea of analyzing efficiency to promote the urban resilience development and explore the healthy and effective realistic development path of urban resilience in the Chengdu-Chongqing region twin-city economic circle.This study takes the resilience development of 16 cities in the Chengdu-Chongqing region twin-city economic circle from 2011 to 2020 as the research object.First,the urban resilience indicator system is constructed,and the overall resilience level of cities and the resilience level of each subsystem in the Chengdu-Chongqing region twin-city economic circle are evaluated based on the improved CRITIC-TOPSIS weighted evaluation model.Second,the urban resilience level is taken as the output indicator of urban resilient development,the urban resilient development efficiency indicator system is constructed,and the resilient development efficiency of cities in the Chengdu-Chongqing twin-city economic circle is measured based on the global covariate super-efficiency SBM model.Then,the correlation two-dimensional matrix is constructed to analyze the correlation characteristics of the resilience level and development efficiency of cities in the Chengdu-Chongqing twin-city economic circle.Finally,the effects of ineffective inputs and insufficient outputs on efficiency are discussed from the internal perspective of urban resilient development,and the effects of urban general environment factors on resilient development efficiency are discussed from the external perspective through a spatio-temporal geographically weighted regression model.The research results show that:(1)The overall resilience and the subsystem resilience of most cities in the Chengdu-Chongqing region twin-city economic circle are relatively low.The spatially generated divergence and agglomeration characteristics of high regional east-west and low north-south,with large differences;(2)The resilience development efficiency of most cities in the Chengdu-Chongqing region twin-city economic circle is still relatively low,showing fluctuating time-series development,and the overall development effect improves the significant spatial evolutionary trend,while showing low north-south and high central distribution and agglomeration characteristics.(3)The level and efficiency of urban resilience in the Chengdu-Chongqing twin-city economic circle are strongly correlated,most cities are in a state of "high resilience and low efficiency",and low efficiency is a key factor impeding the improvement of urban resilience;(4)The input inefficiency and output deficiency rate of urban resilience development in the Chengdu-Chongqing region twin-city economic circle have a significant impact on efficiency.In terms of inputs,the input inefficiency of technology and resources has a greater impact on efficiency,and in terms of outputs,the output deficiency rate of economic resilience,ecological resilience and engineering resilience has a greater impact on efficiency;(5)The economic development level,administrative level and science and technology innovation level of cities in the Chengdu-Chongqing twin-city economic circle all have a positive contribution to the resilience development efficiency of cities,while the social security level and population concentration level have a significant inhibitory effect on the resilience development efficiency of cities.The effects of different influencing factors change over time and vary for different cities,with significant spatial and temporal heterogeneity.Based on the above research results,this paper proposes strategies to improve the efficiency of urban resilient development from the perspectives of urban resource allocation,resource transformation efficiency,comprehensive urban coordination and overall regional synergistic development.The research results can promote the resilience development of cities in the Chengdu-Chongqing region twin-city economic circle and effectively enhance the disaster risk resistance of cities.It also enriches urban resilience related research and provides reference for the resilience development of inland cities of the same background in China,which has certain theoretical and practical significance.
