The petrochemical industry is a typical high energy consumption,high pollution,and high emission industry.The economic development model based on the petrochemical industry is vulnerable to the impact of environmental degradation,resource depletion,energy crisis and other shocks,which seriously restricts the sustainable development of petrochemical port cities.This paper argues that achieving green economic development and enhancing economic resilience are effective means for petrochemical port cities to achieve sustainable development.The main research contents and conclusions include:(1)The paper finds that one of the sustainable development dilemmas encountered by petrochemical port cities is environmental pollution and proposes that its solution is to promote green economic development.The undesired output super-efficiency SBM model is used to measure the green economic efficiency of nine petrochemical port cities in the Bohai Rim region from 2000 to 2019,and the green economic efficiency of 16 inland resource-based cities in the region is introduced for comparative analysis.The study finds that the green economic efficiency of petrochemical port cities and inland resource-based cities generally shows a fluctuating upward trend,and petrochemical port cities are better than inland resource-based cities.(2)The paper finds that another sustainable development dilemma encountered by petrochemical port cities is industrial lock-in and proposes that its solution is to enhance economic resilience.Based on the theory of regional economic resilience,a comprehensive evaluation index of economic resilience of petrochemical port cities is constructed from two dimensions: resistance and recovery ability,adaptation,and transformation ability.The entropy weight method is used to measure the economic resilience of nine petrochemical port cities in the Bohai Rim region of China from 2000 to 2019 and divide the stages.The study finds that the economic scale of the top-ranked cities in the economic resilience of petrochemical port cities is at the forefront of the sample cities.It is preliminarily judged that economic resilience is related to economic scale and the evolution stage of economic resilience can be divided into three stages: resistance period,absorption period and transition period.(3)The paper constructs a panel regression model to study the influencing factors of green economic efficiency and economic resilience of petrochemical port cities.The results show that the development of petrochemical industry hinders the green development of cities.Economic scale,industrial structure upgrading and science and education expenditure play an important role in avoiding the ’ resource curse ’.In particular,the upgrading of industrial structure is the main reason for the transformation of the relationship between petrochemical industry development and green economic efficiency.The development of petrochemical industry has an inverted ’ U-shaped relationship ’ with urban economic resilience.The degree of opening to the outside world will also significantly reduce economic resilience,while economic scale,government management level,science and education level and industrial structure diversity can positively affect economic resilience.According to the empirical analysis results of green economic efficiency and economic resilience of petrochemical port cities,this paper discusses the promotion strategies of green economic efficiency and economic resilience.Petrochemical port cities should be based on the local actual situation,control the development of petrochemical industry within a reasonable range,adjust the industrial structure,enhance the city ’s innovation ability,strengthen the government ’s management level,realize green development,improve the ability of resistance and recovery,adaptation,and transformation,and achieve sustainable development.
