Practical Dilemma And Optimization Of Government Responsibility In Municipal Solid Waste Management In W City

In recent years,the disposal volume of urban domestic waste in China has continued to increase.According to the statistical yearbook of China’s urban and rural construction in 2020 issued by the Ministry of housing and urban rural development in 2021,the national clearance and transportation of domestic waste in 2011 was163.95 million tons,with a growth rate of 1% in 2012-2013 and 4% in 2013-2014.The growth rate remained above 6% from 2015 to 242.06 million tons in 2019.Affected by the epidemic in 2020,About 7 million tons have been reduced,but the national domestic waste clearance and transportation volume has increased compared with previous years,reaching 235.12 million tons.The total cost of the growing amount of domestic waste from delivery,collection,transportation to disposal is increasing,and the contradiction between the government’s special funds for domestic waste and the actual demand is emerging;The people’s requirements for a better life are constantly improving,and the demand for public goods provided by the government is becoming increasingly strict.How should government management departments deal with such prominent contradictions and what responsibilities should they bear? With the goal of reducing,recycling and harmlessness of municipal solid waste management,what is the responsibility of our government management department? How can we deal with the conflict between the government’s responsibility objectives and participation in enterprises and residents,and better realize the government’s responsibility objectives in municipal solid waste management.At present,with the rapid development of urbanization,citizens need to provide high-quality public services.Under the leadership of the party,the government urgently needs to improve the ability and level of municipal solid waste management.This shows that the research direction of this paper meets the requirements of the times.At the same time,the core concepts of municipal solid waste management and government responsibility are defined,and the relevant literature of municipal solid waste management is studied and analyzed.On this basis,it is determined that the fundamental of this paper is the government responsibility in municipal solid waste management.The political,administrative,legal and moral responsibilities undertaken by the government run through the whole process of collection,transportation,transfer and disposal of municipal solid waste management.Through theoretical analysis,literature research and other methods,combined with the current situation of urban domestic waste management,this paper combs out the implementation methods of the responsibility of the municipal government divided into districts in urban domestic waste management,such as policy supply,financial support,organization and coordination,supervision and standardization.Based on this framework,the current situation of municipal solid waste management in W city is deeply studied,the problems are analyzed,and the optimization path is put forward.The paper mainly includes three parts: introduction,text and references.This paper explains the background,research method,and the significance of the research.The second chapter of the text is the theoretical basis and analysis,which mainly analyzes the practical requirements of the basic theory and government responsibility in urban domestic waste management,and determines the responsibilities of the municipal government with districts in urban domestic waste management from the natural and realistic levels,playing a general role.The third,fourth and fifth chapters are the core and focus of this paper.Starting from the current reality of municipal solid waste management in w City,under the guidance of theory,this paper analyzes and studies the effectiveness,problems and causes of government responsibility performance in municipal solid waste management in w City,and finally puts forward countermeasures and suggestions to improve the practice of government responsibility performance in municipal solid waste management.
