Research On Government Responsibility In Urban Living Garbage Disposal Outsourcing

In recent years,the rapid development of China’s urban economy,"urban disease" also followed,"garbage siege" has become the obstacle to the healthy development of many cities.Improper disposal of household garbage will not only damage the appearance of the city,reduce the quality of people’s life,but also lead to environmental degradation.From the basic state policy of "two-oriented society" to the slogan of "green development,building a beautiful China",the Chinese government shows its determination to attach importance to the environment and take the road of sustainable development.At present,people from all walks of life gradually focus their attention on the treatment of urban household garbage,demanding the establishment of a sound urban household garbage treatment system,accelerating the efficiency and quality of urban household garbage treatment,and promoting the establishment of "sustainable city" and even "harmonious city".Municipal solid waste treatment as a public service to the government has a long way to go.Traditionally,the government monopolizes the treatment of urban household garbage,but the effect is not very significant.At present,many cities at home and abroad break the traditional barriers and introduce outsourcing into urban household garbage treatment.In order to ensure the outsourcing advantages,this paper believes that it is of great significance to study the responsibility of the government in the outsourcing of municipal solid waste treatment.This paper takes Wuhan city as the entry point,analyzes the situation of domestic waste treatment outsourcing in this city,and deeply thinks about the fulfillment of government responsibility.We should adhere to the government’s position as the "leader",improve relevant laws and regulations,Promote the industrialization of urban domestic waste treatment,and prevent both "outsourcing failure" and "government failure" while promoting multi-body participation.By referring to the useful experience of Japanese and German governments in the responsibility fulfillment of municipal solid waste treatment outsourcing,this paper attempts to explore the path of the situation of government’s responsibility in the outsourcing of municipal solid waste treatment in China.
