Research On Government Responsibility Performance In Municipal Solid Waste Management In Zhengzhou City

With the rapid development of the economy,the population of the city is increasing,and the influx of the floating population is increasing,the number of municipal solid waste is increasing,Zhengzhou residents’ demand for consumer products is also showing a trend of diversification,and put forward higher requirements for the municipal solid waste management.Due to the characteristics and externalities of quasi-public goods for municipal solid waste management,and based on the inherent requirements of the government to perform its duties,The government should take on the responsibility of the municipal solid waste management from the four dimensions of political responsibility,moral responsibility,legal responsibility and administrative responsibility.Based on the theory of responsible government,quasi public goods theory and the theory of polycentric governance,systematic analysis the situation of municipal solid waste management in Zhengzhou,describes the effectiveness of the Zhengzhou government’s responsibility fulfillment process in the treatment of municipal solid waste.Pointed out that the government’s responsibility performance in the process of municipal solid waste management has the problems of imperfect administrative system construction,imperfect regulations related to policy and law,insufficient fund investment,lack of supervision and accountability mechanism,the classification of residents’ garbage and the weak consciousness of reduction participation,and analyses the reasons for these problems.Therefore,the Zhengzhou government should actively change the functions of the government,and improve the responsibility of the government by changing the management system and mechanism,using economic means to increase the investment,making perfect laws and regulations,establishing a perfect supervision and accountability system,and strengthening the propaganda and promotion of the residents’ awareness of environmental participation.In this way,reach the important proposition that to solve the prominent environmental problem,strengthen solid wastes and garbage disposal,establish an environmental governance system that is dominated by the government,enterprises as principal components,socialorganizations and the public participation which proposed by the 19 th CPC National Congress.
