Research On Government Responsibility In The Management Of Urban Household Waste Classification In Harbin

In recent years,with the acceleration of urbanization and the rapid expansion of consumption scale,the problem of urban solid waste is becoming more and more serious.How to deal with urban solid waste has become a strategic issue concerning the sustainable development of the city.General Secretary Xi Jinping re-emphasized in the report of the 20th Party Congress that "waste classification work is an important part of the construction of ecological civilization".The government,as the leading promoter of the classification and treatment of urban solid waste,clearly defines its own responsibilities in the classification and treatment of urban solid waste,which is a fundamental correction of the waste management work.Only by implementing the responsibility of the government into the practice of urban solid waste classification and treatment,can we make positive progress in the classification and treatment of urban solid waste from the point to the surface,from the surface to the inside.As one of the first 46 pilot cities of domestic garbage classification in China,the local government of Harbin attaches great importance to the classification and management of urban domestic garbage.Although the treatment has achieved initial results,it still needs to clarify the positioning of responsibilities and strengthen the implementation of responsibilities.In order to further promote the classification and management of municipal solid waste in Harbin City,taking government responsibility as the entry point and based on the theory of responsible government,public goods theory,meta-governance theory and sustainable development theory,it is clearly proposed that the government should fulfill the responsibility of institutional supply,financial security,supervision and management,and publicity and guidance in the classification and management of municipal solid waste.By using the method of literature research,questionnaire survey,interview and comparative research,the government responsibility in the classification and management of municipal solid waste in Harbin was analyzed,revealing the problems such as the lagging supply of policies and regulations,insufficient financial investment,blind spots in supervision and management,and the lack of depth of publicity and guidance.As well as the lack of awareness of government system supply,the single source of funds,the lack of supervision and management,and the formalization of propaganda and guidance,which lead to the causes of the government’s responsibility in the classification of municipal solid waste management in Harbin.By referring to the useful experience of Tokyo,Berlin,San Francisco,Shenzhen,Xiamen,Hangzhou and other domestic and foreign countries,the paper draws some inspirations for the government to explore the incentive mechanism of household garbage classification,broaden the financing channels of garbage classification,establish the long-term supervision mechanism of garbage classification and strengthen the propaganda and guidance of garbage classification.On this basis,targeted countermeasures are given from the four aspects of strengthening the government’s institutional supply responsibility,implementing the government’s financial security responsibility,deepening the government’s supervision and management responsibility,and strengthening the government’s publicity and guidance responsibility,in order to strengthen the government’s sense of responsibility and promote the quality and efficiency of Harbin municipal solid waste classification and treatment.
