Research On Environmental Emergency Management Mechanism

At present,the environmental damage problem is increasingly aggravated,so that environmental emergency management has attracted much attention,the government and the masses are increasingly high expectations of environmental management investment,but environmental pollution events still occur frequently.With the passage of time,Environmental pollution has caused many social contradictions,and its construction of environmental emergency management system has discussed higher demand.However,many local environmental emergency management mechanisms still exist problems such as unclear responsibility division and low implementation efficiency.Accordingly,this paper takes S County as an example to elaborate the environmental emergency management mechanism of the ecological environment department as the entry point.Based on the whole process theory and management theory,This paper can scientifically define the reality of the emergency management system of S County’s environmental agencies,and finds that the scores of its emergency concept,emergency process,emergency operation mechanism,emergency guarantee mechanism,emergency policy,emergency regulations and emergency reflection are not high,averaging about 3 points.At this level,I studied the existing problems and learned that the existing problems are weak monitoring capabilities and early warning,low enthusiasm for participation of environmental departments,poor operation of environmental departments,insufficient communication and coordination of environmental departments,and insufficient sustainability of environmental emergency response.Through research,we learned that the existing problem is that government agencies lack sufficient crisis awareness,lag of emergency management mechanism construction,loopholes in policies and regulations,insufficient resource integration and lack of emergency management guarantee.In the face of the above analysis,I said that early warning management of government agencies could be strengthened,improve the supervision and evaluation of emergency management,construct the legislative system of environmental emergency management,Strengthen the implementation and construction of the open system of government departments,emphasize the construction of social emergency management infrastructure,etc.,and ensure the reasonable operation and perfection of the process.
